Education:

Graduation with a degree from a recognized university with acceptable specialization in Economics, Sociology or Statistics.


Note: Candidates must always have a university degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:

1. Significant** experience in analyzing policy issues and providing strategic advice and recommendations to senior management*.

2. Experience in coordinating and developing time-sensitive and comprehensive briefing material, such as, reports, briefing notes, issue summaries, and presentations for senior management.

3. Significant experience with developing and/or applying policies and guidelines within a legislative framework.

4. Experience in building and maintaining collaborative working relationships with a wide range of internal and external partners or stakeholders.

5. Experience in presenting project/study results to expert audiences at external forums;

6. Experience preparing and overseeing the production of complex research and analytical studies / reports for publication;

7. Significant experience in managing and directing the work of a multidisciplinary team.


* Senior Management is defined as Director General level or equivalent and above.

** Significant is defined as an integrated assessment of complexity, number of experience(s), duration, and role of the applicant. Generally speaking, significant experience would involve direct experience of a sufficient depth and breadth, normally associated with at least three consecutive years of work.

Knowledge:

K1: Knowledge of the mandate, jurisdiction and role of the Patented Medicine Prices Review Board.

K2: Knowledge of the Canadian healthcare system.

K3: Knowledge of the Canadian pharmaceutical business environment and key issues influencing it both domestically and internationally.

K4: Knowledge of the roles and responsibilities of key pharmaceutical sector stakeholders.

K5: Knowledge of the Government of Canada policy priorities, and their significance for the PMPRB.

Abilities:

A1: Ability to analyze and synthesize complex information, identify strategic links and make relevant recommendations.

A2: Ability to manage and deliver results under pressure, and to adapt to multiple or conflicting priorities under tight timeframes.

A3: Ability to plan, implement, and evaluate complex economic and/or statistical studies relating to the price, utilization or cost trends of prescription medicines.

A4: Ability to communicate orally.

A5: Ability to communicate in writing.

A6: Ability working with statistical packages for the manipulation and analysis of various datasets.

Education:

Graduation with an advanced degree (i.e., masters or doctorate) in Economics or Law from a recognized university

Degree equivalency

Experience:

Experience working in the pharmaceutical sector.

Experience leading discussions with and negotiating with federal and provincial/territorial officials in the context of a multilateral forum.

Experience in developing Memoranda to Cabinet (or other Cabinet papers) and documents relevant for regulatory amendments such as regulatory impact analysis statements (RIAS) and cost benefit analyses.

Experience chairing multi-stakeholder working group or technical expert committees

Conditions of employment

Willingness to travel on occasion.
