Duties

As a Special Operating Agency associated with Innovation, Science and Economic Development Canada (ISED), the Canadian Intellectual Property Office (CIPO) is responsible for the administration and processing of the greater part of intellectual property (IP) in Canada. Through the delivery of high quality and timely IP products and services, and by increasing awareness, knowledge and effective use of IP by Canadians, CIPO plays a key role in supporting innovation and economic success in Canada.

As a Business Analyst working at CIPO, you will have a direct impact in transforming how business is transacted between CIPO and the global innovation community. You will join an established Business Analysis Centre of Expertise and will collaborate with your colleagues to ensure a coordinated, enterprise approach to business analysis on major transformative programs and projects. Working directly with CIPO business experts and interfacing with ISED’s Chief Information Office Branch, you will be responsible for thoroughly understanding CIPO’s business operations, needs and intended outcomes – to formalize and communicate these business requirements on specific Information Management (IM) / Information Technology (IT) initiatives so that business value is realized.

You will leverage your business analysis knowledge and experiences to deliver quality business analysis services on large IM/IT projects within CIPO’s IT Modernization Program. This is a unique opportunity to contribute to a multi-year transformation program that is modernizing CIPO’s entire digital environment! As well, depending on the need, you may be engaged in key IM/IT initiatives supporting CIPO’s significant legislative change agenda or addressing Government of Canada and departmental priorities.

On any given day, you will find yourself driving business value as you:
- Provide recommendations on new IM/IT investment proposals;
- Define high level business and stakeholder requirements in support of business cases;
- Analyze existing business processes and define stakeholder, solution and transition requirements for approved initiatives; and
- Assess the alignment of designed or delivered solutions with CIPO’s needs and the broader needs of the innovation community.

Intent of the process

The intent of this process is to staff one or two indeterminate position within the Program Branch. In addition, a pool of partially qualified candidates may be established to staff similar positions with various tenure, linguistic and security requirements within the Federal Public Service in the National Capital Region.

EDUCATION:
Successful completion of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Degree equivalency

EXPERIENCE:
E1: Significant* experience performing the functions of a Business Analyst in support of IT software implementations, which includes performing the following activities:
- planning and estimating business analysis activities,
- analyzing, modeling and validating business process flows,
- analyzing, modeling and validating business data,
- eliciting, analyzing, documenting and validating business needs and requirements, and
- assessing proposed solutions against anticipated business outcomes and requirements.

* Significant experience is defined as having the depth and breadth of experience that would normally have been gained performing the duties over a period of three (3) years or more.

E2: Experience facilitating communications with and between business clients and technical implementation teams.

E3: Experience presenting business analysis results and recommendations.

EDUCATION:
Graduation with a degree from an acceptable post-secondary educational program in computer science, information technology, information management, business administration or another specialty relevant to the position to be staffed.

Holds a recognized professional Business Analyst designation such as:
- IIBA Certification of Capability in Business Analysis (IIBA-CCAB),
- IIBA Certified Business Analysis Professional (IIBA-CBAP), or
- PMI Professional in Business Analysis (PMI-PBA).

Successful completion of a business analysis certification program endorsed by the International Institute of Business Analysis (IIBA) or the Project Management Institute (PMI).

Degree equivalency

EXPERIENCE:
E1: Experience performing business analysis for commercial off the shelf (COTS) software implementations.

E2: Experience performing business analysis for IT software implementations using agile software delivery practices.

E3: Experience using a requirements management system to manage business analysis information.
