INSTRUCTIONS:

Duties

As a Coordinating Member (CM) you will have to manage a team, comprised of decision-making members, and monitor the processing of all claims, including sensitive, complex, high profile or other exceptional cases.

You will also have to preside over hearings in claims for refugee protection as a decision maker.

Your responsibilities also involve providing strategic advice and support to the Assistant Deputy Chairperson and providing information, advice, and guidance to members on activities related to the application of legislation, rules, and policy instruments.

You will also be required to participate as a committee member in the recruitment and selection of staff, in the development of plans, standards, and procedures and work guideline for junior staff, as well as establish and maintain relations with various internal and external agencies to resolve problematic situations.

You will be eligible for an annual performance pay

Work environment

The Immigration and Refugee Board of Canada (IRB) is Canada's largest independent administrative tribunal. It is responsible for making well-reasoned decisions on immigration and refugee matters, efficiently, fairly and in accordance with the law.

The IRB has four (4) offices in various regions: Eastern Region, Central Region, Western Region and its National Headquarters in the National Capital Region.

Intent of the process

This selection process may be used to staff similar positions in various regions with various linguistic requirements, various security requirements, various Conditions of Employment, and/or various tenures (indeterminate, term, acting, assignment, secondment and/or deployment) within the IRB.

There is currently (1) position to be filled in the region of Montréal for the Refugee Protection Division (RPD).

EDUCATION

Degree* from a recognized post-secondary institution.

*By Degree we mean:
A baccalaureate or higher level degree, as established by educational authorities.

Degree equivalency

EXPERIENCE:

- *Recent experience of at least one (1) year as a Member within the Immigration and Refugee Board of Canada.

OR

- *Recent and **significant experience of at least two (2) years in an immigration or refugee related area or in an administrative tribunal.

AND

- *Recent experience in "human resources management".

Note:

* "Recent experience" refers to experience gained over the past (5) years

** "Significant experience" refers to the breadth, depth, complexity and diversity of tasks performed and the level of autonomy in dealing with these issues. Please clearly demonstrate your role and responsibilities pertaining to this experience

Regarding experience in "human resources management", applicants must clearly demonstrate that they have supervised staff, assigned tasks, managed the performance of employees. Applicants must also indicate the number of staff they supervised.

EDUCATION

- Experience in managing financial resources

- Experience in managing complex cases.

- Experience of at least one (1) year as a decision maker presiding over hearings and rendering decisions at an administrative tribunal.

- Experience of at least one (1) year in "presenting cases" orally before the Immigration and Refugee Board of Canada.

- Experience of at least one (1) year in "presenting cases" before an administrative tribunal or court of law.

- *Recent and **significant experience in human resources management.

- Experience in managing people in an adjudicative or operational setting in the context of an administrative tribunal or court.

Note:

The term "complex case" refers to cases that are delicate, multidimensional, affecting multiple partners or stakeholders, having a significant impact on an organizational level.

For the purposes of this selection process, "presenting cases" refers to a situation where a person is called upon to present a case orally to an administrative tribunal or a court of law and, to file evidence or documents, and to conduct the examination or cross-examination of witnesses.

Conditions of employment

GENERAL INFORMATION

Candidates must meet the essential qualifications to be appointed to a position.

Candidates may be required to meet the asset qualifications, the operational requirements or the organisational needs, depending on the requirements of the specific position being staffed.

APPLICATIONS

Public Service Resourcing System (PSRS): will time out after 60 minutes; this may result in your inability to save your work or loss of data. It is recommended that you draft ALL RESPONSES as well as your CV/resume in another document on your PC which may be saved (e.g. in MS Word or WordPerfect) and copy/paste into the PSRS when completed.

DOCUMENTS REQUIRED

Proof of your education credential(s) and Canadian Citizenship will be required. Education and Citizenship MUST have been acquired at the time of application.

If you are currently an indeterminate or term public servant a copy of your current letter of offer will be required.

ASSESSMENT STRATEGY

The IRB may decide do a deployment of indeterminate and/or term employees at the same group and level (AS-08).

You may be assessed through simulations, written tests, interviews and reference checks.

Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process.

A cut-off score, top-down approach or random selection may be used at any step if there is a sufficient number of candidates to meet anticipated staffing needs. Timelines for this process are very strict. The onus is on candidates to make themselves available for each assessment session.

Scheduling of alternative assessment dates will ONLY be considered for the following reasons with proof:

o Religious reasons;
o Death in the family;
o Medical reasons;
o Conflicting exams; or
o Other exceptional circumstances.

TRAVEL

Please note that in order to proceed with assessments, candidates may be required to travel to the closest assessment location (such as IRB Regional Offices).

Attempts may be made to assess candidates through methods such as teleconference and videoconference.

Travel cost for individuals who are not Federal Public Servants will not be covered.

Federal Public Servants will be covered by the National Joint Council's Travel Directive.

RELOCATION

All newly appointed employees other than EX/GIC appointees to the Federal public service, who accept an indeterminate or term position of at least one year, will be relocated under the Initial Appointees Relocation Program.

The Initial Appointees Relocation Program provides newly appointed employees with the sum of up to five thousand dollars ($5,000), subject to certain provisions.
