The ADM(Pol), through the Deputy Minister, is accountable for providing advice on matters affecting security, national defence, and the Canadian Forces, to the Minister of National Defence and the Chief of the Defence Staff; analyzing Canada's strategic defence environment; formulating defence policy options; giving expression to defence policy; helping to ensure the implementation of defence policy; officially representing the Minister, Deputy Minister and the Chief of the Defence Staff in national and international forums; fostering public understanding of defence policy; and acting as Departmental spokesperson on defence policy.
The major functions of the management positions reporting to the ADM(Pol) are:
• Chief of Staff: corporate functions within the ADM(Pol) organization such as finance, military administration, business planning, change initiatives, etc.
• Director General Policy Coordination (DG Pol Coord): integration of the Department’s responsibilities and activities with the Government's overall programs and priorities and support related to the Minister's roles and responsibilities in Cabinet and Parliament;
• Director General Policy Planning (DG Pol Plan): evaluation of strategic developments, development and articulation of major proposals on defence policy.
• Director General International Security Policy (DG IS Pol): management of the Department’s bilateral and multilateral defence and international security relations (including representation of Canada at the UN, NATO and other forums), and for providing advice and support to the Minister and senior management on international defence relations.

The Department of National Defence (DND) is looking for a new Senior Executive to join the Defence Team, and is excited to solicit interest for the position of Assistant Deputy Minister (Policy) - ADM(Pol).
Together, DND and the Canadian Armed Forces (CAF) create the largest, most complex and diverse organization in Canada. DND's role is to provide services and support to the CAF in their operations and missions at home and abroad. DND and the CAF work side-by-side to fulfill the Government of Canada’s mission to defend Canada and Canadians and contribute to international peace, security and stability efforts.
As the ADM(Pol), you will be an essential part of the Defence Team. You will be the principal source of defence policy advice to the Chief of Defence Staff and Minister, through the Deputy Minister, and will lead a highly professional and responsive group through innovation, teamwork, and excellence. Your leadership will contribute to the overall mission by formulating and managing all aspects of defence policy; providing critical advice and support in managing international defence relations; coordinating national policies and departmental relations with Global Affairs Canada, the Privy Council Office, the Cabinet and Parliament; and the managing the Department’s bilateral and multilateral defence and international security relations, including representation of Canada at the United Nations (UN), the North Atlantic Treaty Organization (NATO) and other meetings on these institutions’ committees.

The intent of this process is to staff the position of ADM(Pol) on an permanent full time basis. Should a pool of qualified candidates be established, it could also be used to staff similar positions with various tenures and security requirements within DND as well as other government departments within the core administration, with the approval of the delegated manager and in consultation with Executive Services.

ESSENTIAL EDUCATION:
ED01: graduation with a degree from a recognized post-secondary institution.
ESSENTIAL EXPERIENCE:
EX01: Extensive (1) experience in leading the strategic analysis, development and evaluation of complex policies in areas such as: defence, national security, international or intelligence policy.
EX02: Extensive (1) experience in managing complex and horizontal priorities as well as issues in areas such as: defence, national security, international or intelligence policy.
EX03: Extensive (1) experience in providing strategic advice to senior executives (equivalent to Deputy Minister / President / Chief Executive Officer / Secretary General level) or above on complex issues in areas such as: defence, national security, international or intelligence policy.
EX04: Extensive (1) experience building and sustaining relationships and strategic partnerships with a variety of internal and external stakeholders, such as central agencies, industry, academia, non-government organizations and international partners, for the achievement of results that generate broad impacts.
EX05: Experience in managing significant (2) financial and complex (3) human resources matters.
(1) Experience is considered “extensive” in terms of degree of depth, scope, complexity and duration. Candidates would normally be expected to have developed significant experience over multiple years in senior executive positions.
(2) Significant Financial management is exercising financial authorities at the executive level, including direct accountability for a budget. You are asked to indicate the size of the budget.
(3) Complex Human resources matters include leading and being accountable for a broad range of activities related to human resources management. You are asked to indicate the number of subordinate managers and staff.
** NOTE: The depth and breadth of experience will be a consideration in selecting candidates for further consideration. In such a case, only the top ranking candidacies will be invited to the next phase of the evaluations.
ASSET EDUCATION:
ED02: Graduation with a Masters or Doctorate from a recognized postsecondary institution.
ASSET EXPERIENCE:
AEX01: Experience working with or alongside the Canadian Armed Forces and Department of National Defence, or with an organization that has dual cultures.
AEX02: Experience working with the United Nations (UN).
AEX03: Experience working the North Atlantic Treaty Organisation (NATO).
AEX04: Experience in collaborating with foreign officials.
AEX05: Experience in establishing and maintaining diplomatic relations and performing diplomatic functions.
AEX06: Extensive (1) experience in leading the development of Cabinet documents.
