Intent of the process

This process is anticipatory in nature. The intent of the resulting pool will be to staff PM-05 Indeterminate, Term or Casual positions at full or part-time hours within the Yukon Transboundary Rivers Area (Whitehorse). It is anticipated that appointment to position(s) will occur after April 2018.

Fisheries and Oceans Canada is seeking candidates with an interest in serving in a dynamic and unique position as a Pacific salmon Fishery Manager for the Yukon River, based out of Whitehorse, Yukon. With the longest salmon migration in the world, and bisecting Canada and the United States, the Yukon River sustains aboriginal, commercial, recreational and domestic fisheries of both local and international importance.

The Yukon River Fishery Manager works with a team of Canadian and U.S. Managers, Assessment and Research biologists as well as Technicians and Advisors to conserve, manage and support rebuilding of stocks in accordance with Canada's international commitments under the Pacific Salmon Treaty and informed by domestic obligations and considerations – including the advisory function of the Yukon Salmon Sub-Committee and facilitating Co-Management of the resource in partnership with Yukon First Nation Governments.

The position requires skillful management that facilitates diplomatic outcomes through the successful navigation of varied and complex stakeholder needs, a recognition of the integrated international legal framework and associated complex political considerations, and an understanding of the unique biological parameters that underpin the health of Yukon River salmon fisheries.

EDUCATION:

EXPERIENCE:

Experience in supporting, contributing to or leading the planning, development, or delivery of fishery management activities OR processes.

Experience in reviewing, interpreting, and synthesizing biological or natural resource information.

Experience in writing reports, correspondence or communication materials pertaining to fishery or natural resource subject matters.

Experience organizing, chairing or facilitating meetings.

Experience in analyzing, summarizing, and reporting findings in support of policies or program development.

ASSET QUALIFICATIONS

EDUCATION:

Graduation with an acceptable degree or diploma from a recognized post-secondary institution in a field relevant to the position (i.e., management of natural resources, environmental science, biology, economics).

EXPERIENCE:

Experience assessing and evaluating proposals.

Experience in engaging, collaborating, consulting or negotiating with government organizations, non-governmental organizations, Aboriginal groups or with stakeholders.

Experience in planning, coordinating or implementing Grants and Contributions programs.

Experience in delivering or supporting the management of Pacific salmon fisheries.

ASSET QUALIFICATIONS

KNOWLEDGE:

Knowledge of legislation and Fisheries and Oceans Canada’s policies related to Pacific Region fisheries.

Knowledge of Departmental Aboriginal fisheries programs.

ORGANIZATIONAL NEEDS:

• Attain and maintain certifications as required to meet Fisheries and Oceans Canada health and safety standards
