Transport Canada Rail Safety group in New Westminster have an opening for an experienced civil engineer. The successful candidate will work closely with the federally regulated Railways in British Columbia as well as the province and local municipalities to improve rail safety.
The primary focus of this position is:
Plans and organizes regional programs to monitor the railway industries' compliance with regulations and standards relating to management of natural hazards and geotechnical hazards that may affect railway operations including rockfall, landslides, slope and embankment stability, flooding, erosion, drainage, debris flow and avalanche;
Organizes and participates in evaluations and audits of railway company safety management systems; conducts follow-up of detected infractions of regulations and determines actions to be taken to enforce the law in the event of non-compliance;
Provides professional technical advice and recommendations to HQ and regional management.
The results of this appointment process may be used to establish a pool of qualified candidates to fill a permanent position in New Westminster and may be used to fill similar positions across Canada. Once established the pool will be valid for one year with the possibility of being extended.

Education
Graduation with a degree in Civil or Geological Engineering from a recognized post-secondary institution.
Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.
Experience conducting field inspections of slopes and embankments, and evaluating their stability.
Experience in the design and construction of slope and embankment stabilization or risk mitigation works.
Experience in project management.
Experience in evaluating civil engineering projects.
Experience performing one of the following: regulatory oversight, quality control or quality assurance functions.
Experience in using Microsoft Office applications including: Word, Excel and Outlook.

Education
AED: Eligibility for certification as a professional engineer in British Columbia.
Experience
AEX1: Experience with a railway company or railway maintenance contractor
AEX2: Experience with in railway engineering projects.
AEX3: Experience as a Geotechnical Engineer or Geoscientist
AEX4: Experience in dealing with Transport Canada for issues related to access control, railway grade crossings, railway track inspections, bridge work or natural hazards.
AEX5: Significant experience* in identifying, evaluating and developing risk management strategies of geotechnical and natural hazards for new and existing land development or transportation infrastructure.
*"Significant experience" is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various, complex related activities which are normally acquired over a period of (4) years.

Operational Requirements
Physical Environment: this position requires, on occasion, physical effort to climb railway structures, equipment or facilities on sites where the access is difficult and the terrain is rugged.
Reliability Status security clearance
Possession of a valid provincial driver's licence.
Willingness and ability to travel at short notice for extended periods by all modes of transportation to destinations throughout Canada.
Willingness and ability to work overtime when necessary.
