As a Project Leader/Technical Advisor in the Project Management Office at the Public Service Commission, you will play a key role by supervising and leading project teams, liaising and collaborating with stakeholders (clients, technical teams). Your activities will include but are not limited to:
For Team Leader: Supervises and leads a team of IT BLS analysts, establishes, maintains and monitors the delivery of innovative IT Business Line Support Services. Establishes goals and priorities for the team and supports the management of allocated funds.
For Technical Advisor: Defines, implements and sustains the PSC Project Management Framework roles & responsibilities, standards, processes, toolset and reports.
Represents the unit in discussions with senior managers, IT specialists, IT suppliers, and clients to collaborate, influence and obtain understanding and agreement on requirements or the resolution of IT business line, or planning issues/risks.
Performs oversight or leads the project management, change management and communication planning and collaboration activities of several business and IT project teams to support the achievement of departmental objectives.
Maintains technical and functional knowledge of trends, developments, systems and best practices of the applicable IT BLS discipline and of IT/IM Project Management.

EDUCATION
Bachelor degree from a recognized post-secondary educational program, with a specialization in computer science or a similar technical field of study

EXPERIENCE
Common to both streams:
E1: Experience contributing to the creation, execution and maintenance an IT project plan integrating activities from multiple stakeholders with multiple IT functions and IT units (approximately 1 year)
E2: Experience in contributing to the project management of a project which has directional, temporal, structural or technical complexity.
Team Leader Stream 1:
E3S1: Experience with Human Resource Management which includes setting performance objectives and evaluating work performance (leading working groups, volunteer groups or the supervision of students, coops or casuals does count towards meeting this experience)
Technical Analyst Stream 2:
E4S2: Experience in the creation of an action plan against a risk or issue that prevents meeting project objectives OR the creation a project recovery plan to rescue a challenged IT project
KNOWLEDGE
K1: Knowledge of industry or government of Canada standards and best practices with respect to IM/IT project management
K2: Knowledge of the Software Development Lifecycle (SDLC)
K3: Knowledge of the principles of capacity management and financial management techniques

AE3: Experience with using SCRUM within an application development environment for a minimum period of 1 year
AE4: Experience with formal estimation methodologies
AE5: Experience conducting a project schedule feasibility assessment
