Duties

The position is supported by the Corporate OHS office both in person and in a virtual environment. Under the auspices of Corporate OHS, as an Occupational Health and Safety Advisor, duties include:

- Identifies and analyzes the short and long-term occupational health and safety (OHS) program needs of the region, and develops and recommends strategies and initiatives to address them.
- Facilitates and guides the implementation of corporate OHS plans, policies, systems and procedures as well as the application of the OHS regulatory requirements to TC area operations activities.
- Monitors, evaluates and reports on the level of client compliance with federal, provincial and municipal OHS acts, regulations, codes and standards.
- Plans, organizes, supports and/or leads the conduct of OHS investigations and inspections.
- Designs, develops and delivers OHS communications plans and information, training and awareness sessions at the regional level.
- Participates as a member of OHS multi-jurisdictional project teams.
- Develops and maintains interactive and consultative relationships with a variety of OHS program partners and stakeholders.

Intent of the process

A pool of qualified candidates may be established within Transport Canada and may be used to staff similar positions with various tenures (including indeterminate / term ) and/or various linguistic requirements (English essential, bilingual imperative CBC/CBC).

Please note that the position in Ottawa is anticipatory for now.

EDUCATION
A secondary school diploma or an acceptable combination of education, training and/or experience.

NOTE:
Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:
1. Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; and
2. Candidates who have been appointed or deployed for an indeterminate period to a position in the AS classification.

Degree equivalency

EXPERIENCE
EX1: Recent and significant experience* in providing OHS advice, guidance and recommendations to stakeholders and workplace OHS committees or representatives as well as employees in the ongoing implementation of an OHS program in accordance with appropriate legislation.
EX2: Experience in delivering orientation, awareness, or training sessions to groups of various sizes.
EX3: Recent and significant experience* in managing activities related to an OHS program.
EX4: Experience in participating in the development of OHS policies, directives, guidelines or procedures.
EX5: Experience in researching, analyzing and interpreting OHS legislation, policies and directives.

* “Recent and significant experience” means the depth and breadth of experience normally acquired over approximately two (2) years within the last five (5) years.

NOTE: Experience gained solely as a member of an OHS committee is not sufficient.

EDUCATION
Successful completion of two years of an acceptable post-secondary educational program in a field related to OHS.

Degree equivalency

OCCUPATIONAL CERTIFICATION
Professional designation in OHS (for example: Canadian Registered Safety Professional).

EXPERIENCE
AEX1: Experience in conducting workplace health and safety investigations and inspections.
AEX2: Experience in providing ergonomic advice or services.
AEX3: Experience working with union representatives.

Ability to analyze safety situations and trends and recommend appropriate remedial actions.

OPERATIONAL REQUIREMENTS
The conduct of investigations and audits may require climbing ladders, entering confined spaces, boarding ships and flying in aircraft. It also may involve working in small watercraft and accessing remote locations. There may be a requirement to wear a variety of personal protective equipment (sometimes heavy and cumbersome), such as respirators, PFD, hearing protection, safety lines and harnesses.

There is a requirement to stand for extended periods when conducting site inspections, and delivering briefings, information or training sessions.

Willing and able to work overtime with short notice.

Occasional travel may be required.
