Intent of the process

Intent is to staff 4 positions - One EC-04 and Three EC-05. A pool of (fully or partially qualified) candidates may be established through this process to staff identical or similar positions within Natural Resources Canada with various tenures (determinate period or permanent), various language requirements (English Essential, French Essential, English or French Essential, or Bilingual), linguistic requirements (imperative and/or non-imperative) and profile(s) (BBB/BBB, CBC/CBC, CCC/CCC, etc.), various security requirements (Reliability status or Secret clearance), various conditions of employment and for various locations.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Stream 1 – Economist (EC-04) and Stream 2 – Economist (EC-05)
Graduation with a Master’s degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics

Stream 3 – Policy Analyst, Climate Change (EC-05)
Graduation with a Master’s or PhD degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics, or

Graduation with a Master's or PhD degree from a recognized post-secondary institution in a field of natural resources, environmental studies or international studies related to the position with an acceptable specialization in economics.

The courses for the specialization do not necessarily have to be part of a degree program in the required specialization.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

All Streams:
- Recent* experience in quantitative analysis (economist, statistical, mathematical, cost-benefit, trend and/or financial)
- Experience formulating policy positions, strategies, and recommendations through reports, briefing notes, presentations or discussion papers

Stream 1 – Economist (EC-04)
- Experience developing and maintaining databases.

Stream 2 – Economist (EC-05)
- Recent* and significant*** experience providing authoritative economic advice and briefings to senior management**

Stream 3 – Policy Analyst, Climate Change (EC-05)
- Experience in communicating analysis and advice for expert and non-expert audiences.

* Recent experience is defined as experience gained within the last 5 years.
**Senior management is defined as Director Level (EX-01 or EX-01 equivalent) and above.
***Significant experience is defined as experienced of at least 2 years

- Knowledge of key economic and environmental policy issues facing the Canadian forest sector.

Stream 1 – Economist (EC-04) and Stream 2 – Economist (EC-05)
- Knowledge of micro-economic analysis methods.
- Knowledge of economic and socio-economic principles related to the natural resources sector.

Stream 3 – Policy Analyst, Climate Change (EC-05)
- Knowledge of climate change issues.

ALL Streams:
- Ability to communicate effectively in writing.
- Ability to communicate effectively orally.

Stream 1 – Economist (EC-04)
- Ability to use relevant statistical and data analysis software.
- Ability to manipulate large datasets and produce summary tables, graphs and documents.

Stream 2 – Economist (EC-05)
- Ability to use relevant statistical and data analysis software.
- Ability to conduct complex analysis of economic data, assess implications and provide advice

Stream 3 – Policy Analyst, Climate Change (EC-05)
- Ability to conduct quantitative and qualitative analysis of issues as they relate to the forest sector, assess implications and provide advice

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Forestry.
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics.
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Finance.

Stream 3 – Policy Analyst, Climate Change (EC-05)

Graduation with a Masters or PhD degree from a recognized post-secondary institution in a field of natural resources relevant to the position, such as forestry, forest management, environmental studies, or natural resource management.

Degree equivalency

ALL Streams:
- Experience in quantitative analysis (economist, statistical, mathematical, cost-benefit, trend and/or financial) of issues related to the forest sector.

Stream 1 – Economist (EC-04) and Stream 2 – Economist (EC-05)
- Experience using econometric models.
- Recent* experience in conducting analysis of climate change policy issues.

Stream 3 – Policy Analyst, Climate Change (EC-05)
- Recent* experience in conducting analysis of climate change policy issues.
- Recent* experience in conducting analysis of climate change policy issues related to the forest sector.

Stream 3 – Policy Analyst, Climate Change (EC-05)
- Knowledge of issues related to forests and climate change policy.
