This selection process will create pools of candidates for two streams:
Stream 1: JRCC/CCCS : Joint Rescue Coordination Centre – Halifax, Nova Scotia
Stream 2: MRSC/CSSM : Marine Rescue Sub-Centre – St. John’s, Newfoundland and Labrador

At MRSC St. John’s, the Maritime SAR Coordinators will rotate between the Maritime SAR Coordinator desk and the alerting desk.”

Intent of the process

There are currently two indeterminate vacancies in Halifax, NS ( one English essential and one bilingual imperative BBC/BBC) which may be staffed from this selection process. At this time, there are no permanent vacancies at MRSC St. John's. Other vacancies are expected in the foreseeable future. Pools of partially and fully assessed candidates may be established and could be used to staff positions of various tenures (both temporary and permanent) with various linguistic profiles.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

• Successful completion of secondary school (high school)

Degree equivalency

OCCUPATIONAL CERTIFICATION:

• Watchkeeping Mate Certificate issued under the CANADA SHIPPING ACT, 2001 Marine Personnel Regulations SOR/2007-115, with a valid STCW 95 endorsement
OR
• A Maritime Command Naval Officer Professional Qualification (NOPQ) - the Royal Canadian Navy (RCN). All candidates with a Maritime Command Naval Officer Professional Qualification (NOPQ) must have submitted all supporting training certificates to Transport Canada Marine Safety and received approved equivalency.

EXPERIENCE:

• Minimum of 12 months sea time in the last five (5) years as a navigation officer in charge of a watch. (EXN-25 or equivalent proof of sea time may be required).
OR
• Minimum of 12 months experience in the last five years as a maritime coordinator in a Joint Rescue Coordination Centre (JRCC) or Marine Rescue Sub-Centre (MRSC) in Canada.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET OCCUPATIONAL CERTIFICATION:

• Valid Chief Mate, Near Coastal certificate of competency or higher issued under the CANADA SHIPPING ACT, 2001 Marine Personnel Regulations.

ASSET EXPERIENCE:

• Recent experience (within the last five years) in the position of Commanding Officer or Chief Mate of a vessel.
• Experience working in a Joint Rescue Co-ordination Centre (JRCC) or a Maritime Rescue Sub-Centre (MRSC).
• Recent experience (within the last five years) as a MCTS officer/shift supervisor.

ORGANIZATIONAL NEEDS:

• In support of achieving a diversified workforce, consideration may be given to a candidate self- declaring as belonging to a designated Employment Equity group.

• Knowledge of maritime operations and geography in the Halifax Search & Rescue Region (Halifax SRR).

• Knowledge of the Global Maritime Distress and Safety System (GMDSS).

OTHER CONDITIONS OF EMPLOYMENT:

• Requirement to work 12 hour day and night shifts on a rotating shift schedule, including weekends and holidays.
• Requirement to work overtime when required.
• Requirement to travel by various modes of transportation such as boat, airplane or helicopter.
• Requirement to be part of a stand-by schedule and work overtime shifts.
• Medical: Health Canada Category 3 medical.
• Valid Driver's Licence (for the purposes of driving a departmental vehicle or a rental car)
• Requirement to wear CCG uniform while on duty.

Please note that successful candidates who are eligible for deployment may be given priority over other qualified candidates.
