Duties

The Office of the Chief Information Officer of the Government of Canada seeks a dynamic, innovative Chief Technology Officer (CTO) to lead the Government of Canada’s evolutionary leap into a new digital landscape as a permanent public servant or as an industry professional working with the Public Service via the Interchange Canada program.

As CTO, you will:
• provide government-wide vision and strategic leadership in pursuing world class excellence in digital integration, information management and technology, and cyber security; and
• collaborate with experts, business and digital leaders to harness innovative management approaches and integrate trusted and emerging technology into solutions.

The result will be a sustainable, world-class government-wide IT architecture that enables the Government of Canada’s commitment to provide the highest quality programs, services, and information to meet the expectations of millions of Canadian citizens and thousands of Canadian businesses in their daily interactions with federal government organizations.

Education:

Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:

- Significant experience* in leading complex horizontal policy, business or program issues.
- Experience in building consensus around issues concerning policy, program or business operations with colleagues and senior officials** from various organizations.
- Significant experience* in setting direction and providing strategic advice to Deputy Ministers or Ministers or equivalent (such as: C-suite or Board of Directors) relating to organizational priorities.
- Experience in managing significant financial and complex human resources matters.
- Experience in collaborating and maintaining partnerships.

*Significant experience is defined in terms of the depth, breadth and scope of experience normally acquired by having performed a broad range of complex activities related to this task.

**Senior officials are defined as assistant deputy minister level or higher within the public sector or C-suite or Board of Directors within the private sector.

Education:

Master’s degree from a recognized post-secondary institution in a discipline relevant to the position.

Degree equivalency

Experience:

- Experience in providing leadership for the oversight of major spending including the review challenge and approval of new strategic initiatives or business lines.
- Experience implementing technological solutions within a complex organization or for multiple stakeholders.
- Experience working with or within the high tech industry.
- Experience working with international partners.
- Experience working with government.
- Experience managing/leading a major change initiative.
