Important messages

Two (2) positions will be filled from this process. One in the Human HR Branch (Stream 1) in Gatineau and the other in the Meteorological service of Canada (Stream 2) in Dorval or Montreal. Consequently, the candidate need to be mobile for Gatineau, Dorval or Montreal. It will not be possible to work remotely.

Intent of the process

The pool of qualified candidates that will be established in this process could be used to proceed with indeterminate appointment, specified period appointment, deployment, acting appointment (including extension), assigment or secondment with various linguistic requirements (Bilingual imperative BBB/BBB, Bilingual imperative CBC/CBC), and various conditions of employment in similar GT-04 positions within Environment and Climate Change Canada in Gatineau, Dorval or Montreal.

Education :
Successful completion of an acceptable two to three years post-secondary educational program in the field of information technology, multimedia, Web development, computer graphics, educational or instructional technology, or animation.

Degree equivalency

Experience:
• Recent * and significant experience** in the development of e-learning products or
in at least two of the following categories:
- Graphic or Computer Graphics design;
- Web Development;
- Design and development of multimedia products using various multimedia software.

*Recent: Over the past four (4) years.
**Significant: The candidate was one of the main developers/designers for at least two major projects.

• Experience in quality assurance of multimedia or e-learning products;

• Experience in communication with clients or suppliers.

Knowledge Stream 1 and 2:
• Knowledge of theories and principles of adult learning;

Knowledge Stream 2 MSC only:
• Knowledge of the learning management system Moodle.

Competencies:

- Articulate Storyline / Articulate Storyline 2/ Articulate Storyline 3/ Articulate 360;
- Adobe Captivate.

• Experience using a course management system or learning management system (e.g. Saba, Moodle, etc.);

• Experience using the learning management system Moodle;

• Experience using Javascript or Actionscript languages;

• Experience in developing contents or products with HTML or HTML5;

• Experience of analysis of Web usability or analysis of user interfaces;

• Experience in developing gaming software or virtual worlds;

• Experience in providing technical advice and guidance to clients on options for design, layout or manipulation of e-learning products;

• Experience in the development and the maintenance of an e-learning portal system.

• Experience in online course development based on the Sharable Content Object Reference Model (SCORM);

Qualifications may be assessed by a variety of tools and methods. Therefore, the assessment of a portfolio, a written exam, an interview, reference checks or other assessment methods may be used in this process. Candidates are expected to make a reasonable effort to make themselves available for assessments as scheduled. Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score may be used and top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.

Indeterminate and determinate employees at the group and level or equivalent MAY be considered for Deployment, assignment or secondment. A preference MAY be given to deployments, assignments or secondments.

Qualified persons must meet each essential qualification to be appointed to the position. However, a person may be appointed to the position even though he/she does not meet any or all of the asset qualifications or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.
