This position is located in Iqaluit, Nunavut. The salary range for this position is $92,483-$107,258, plus northern allowance and vacation travel assistance. The Regional Socio-Economic Analyst will be responsible for reviewing and commenting upon the socio-economic components of all major project draft and final environmental impact statements. The successful candidate will contribute to and participate in both technical and final hearings by providing advice and input into all of the Department’s interventions. In addition, the Regional Socio-Economic Analyst will represent the Department at all three regional Socio-Economic Monitoring Committees to ensure that any available funding is coordinated to minimize negative socio-impacts and maximize the positive socio-economic impacts of the project.

The intent of this selection process is to staff one permanent position at the Nunavut Regional Office in Iqaluit.
A pool of partially or fully qualified candidates may be established to staff similar or identical positions at Indigenous and Northern Affairs Canada (INAC) and other Departments and Agencies involved in the development of the North. Linguistic profiles requirement as well as tenures and/or security clearance may vary according to the position being staffed.
The pool could be used to offer acting appointments, assignment, secondment or deployment under exceptional circumstances in order to protect employee's indeterminate status.

EDUCATION:
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, or statistics.
EXPERIENCE:
• Significant* experience working on resource development issues or projects.
• Appreciable experience** conducting or working on socio-economic assessments or socio-economic monitoring projects for government, non-governmental organizations, communities or special interest groups.
• Experience with Northern resource development projects.
• Experience participating in multi-party technical meetings or public hearings through the development, presentation, and defence of, interventions.
• Experience in issue or file management working as part of a multi-disciplinary team that includes partners and stakeholders such as (Federal Agencies, Territorial and Provincial Governments, Aboriginal Governments, Associations, and Claims Organizations).
*Significant experience is defined as five (5) years of direct work-related experience in the last ten years.
** Appreciable experience is defined as two (2) years of direct work-related experience.

KNOWLEDGE:
• Knowledge of Nunavut’s economy and the important role history, culture, and the Nunavut Agreement play in the economy.
• Knowledge of the Nunavut Agreement and its role in resource development specifically, its role in the impact assessment process as it relates to socio-economic impacts.
• General knowledge of federal regulatory and legislated obligations as they pertain to Northern resource development and more specifically INAC’s role and mandate.
• Knowledge of governmental, public/community or industry priorities related to eco-systemic and socio-economic assessments of resource development initiatives.
ABILITY:
• Ability to think strategically with a view to meeting the interests of the department as well as a variety of external groups.

• Ability to understand policies and programs related to resource development and provide sound strategic advice based upon that ability.

EDUCATION:
• A master-level degree with a specialization in socio-economic assessment or monitoring.
EXPERIENCE:
• Experience working within a multi-cultural environment, specifically as it relates to Inuit culture and values.
• Experience working within a Northern environment.
• Experience working within the Nunavut regulatory environment.
• Experience working within a team to identify economic opportunities arising from an assessment process; as well provide monitoring and mitigation advice to affected communities and groups.
ABILITY:
• Ability to simultaneously manage several projects delivered through contracted resources.
• Ability to communicate in Inuktitut.
CURRENT AND/OR FUTURE ORGANIZATIONAL NEEDS:
Aboriginal Peoples: Preference given to Inuit enrolled under the Nunavut Agreement.
OPERATIONAL REQUIREMENTS:
• Willingness to provide mentoring to other staff on issues related to socio-economic analysis.
• Able and willing to travel to small, remote communities via small aircraft.
• Able and willing to occasionally work overtime/weekends especially during public hearings.
• Security Clearance: Reliability security clearance.
• Health clearance (if required).
• Oath of Affirmation.
