Duties

Public Services and Procurement Canada (PSPC) manages one of the largest and most diverse portfolios of real estate in the country and is the Government of Canada's real property expert. Our Pacific Region extends from the Canada/U.S. border to the Arctic, including British Columbia and the Yukon Territory. Our real property professionals include office accommodation specialists, architects, engineers, technologists, real estate experts and asset and facility managers. Our work in delivering services is equally diverse—it includes construction and repairs to federal correctional facilities, research laboratories, border crossings, parks facilities, transportation facilities as well as office fit-up in owned and leased facilities. Providing site inspections, investigations, evaluations and attending site meetings at federal government project sites is often required as part of our work.

As a Discipline Engineer (Civil (Highways)), you will be challenged with:

Managing all aspects of project development and delivery by supervising the work of teams in the planning, design, construction, commissioning, and evaluation of assigned civil engineering projects of all levels of complexity. Acting as a lead for projects characterized by a medium to large complexity and value to satisfy time, cost, and scope and quality requirements consistent with departmental commitments to the client. Monitoring the review and acceptance of service provider and construction work for assigned projects.

Intent of the process

One position is currently available at the Vancouver office. A qualified pool of candidates resulting from this staffing process will be established and may be used, by PSPC, to fill similar positions with various tenures (permanent or temporary) depending on the position being staffed. Once established, the qualified pool will be valid for twelve months with the possibility of being extended.

Graduation with a degree from a recognized post-secondary institution in civil engineering, geotechnical engineering, or some other engineering specialty relevant to the duties of the position.

Degree equivalency

Registration as a Professional Engineer in Canada.

*Recent and significant experience in providing full engineering services such as planning, preparing drawings, specifications, reports, condition assessments and tender documents for road and/or highway engineering projects.

*Recent and Significant experience in cost estimating.

*Recent and significant experience is defined as approximately 7 years of experience within the last 10 years immediately prior to the submission of an application for this job.

Experience in performing technical reviews.

Experience providing technical advice to all level stakeholders.

Experience in pavement engineering, aggregate source identification, and approval of asphalt mix designs.

Experience using computer applications such as spreadsheets and data management applications.

Additional education or certification related to highways/transportation such as a Master's Degree, Ph.D., or specialized courses from a recognized post-secondary education institution.

Degree equivalency

Certification as a Project Management Professional (PMP) from the Project Management Institute (PMI).

Experience in preparing detailed terms of reference with the purpose of engaging Engineering Consultants.

Experience using computer-aided design and drafting (CADD) software, such as AutoCAD Civil 3D.

Experience in managing real property projects with varying degrees of complexity and magnitude.

Experience in construction contract administration.

Experience in the design of retaining walls.

Experience in geotechnical site investigations.

Experience in geotechnical issues related to seismic loading.

Experience in design related to slope stability and protection.

Experience in design and construction for rock mechanics and rock anchors.

Placement of PSPC employees affected by work force adjustment.

Placement of employees subject to current or future reorganization.

Willingness and ability to work overtime on short notice including weekends.

Willingness to travel alone to remote areas. This includes travel in poor weather, on boats, operating a 4-wheel-drive vehicle, and flying in small aircraft.

Possession of a valid provincial driver's license or personal mobility to the extent normally associated with the possession of a valid driver's license, within the limits of Treasury Board policy.

Willing and able to work on and around construction sites, wearing protective equipment.
