The following information will provide a brief overview of some of the duties and responsibilities of what each position entails:
Health Funding Arrangement (HFA) Unit Manager
The HFA Unit is comprised of approximately 16 employees who are responsible for the creation, management and monitoring of over $170 million of FNIHB’s Grants & Contributions (G&Cs) funds. In this role, you will be responsible for working with our Program Liaison Officers, community stakeholders, FNIHB Program staff, and a variety of other internal and external partners. The role requires successfully managing a high volume of work, prioritisation and building/maintaining/strengthening relationships.
Audit Manager
The Audit Section is comprised of approximately three employees. This busy section is responsible for the annual review of Health Funding Arrangement (HFA) audits to ensure compliance with Financial Reporting Regulations, manage Payables at Year End (PAYEs), as well as ensuring that all files receive proper oversight and review before being closed. The manager will need to work closely with regional Program staff and community partners and other stakeholders to ensure compliance with all financial and reporting regulations. This position works with managers to ensure program compliance and facilitate sound health funding arrangement management practices.
Mental Wellness Team Lead
The Mental Wellness Team Lead manages a team of program and administrative officers that are responsible for monitoring the program integrity of mental wellness programming and funding for First Nations and Inuit Health Branch Alberta Region. By building strong internal and external partnerships, the Team Lead also engages with First Nations, the province, federal departments, internal units and other partners to ensure the responsive provision and coordination of mental wellness programs and services across the continuum of care to First Nations in Alberta.
Transformation Team Lead
The Transformation Team Lead will manage a team of program and administrative officers providing strategic support to identify, assess and implement First Nations’ goals and objectives regarding health service delivery models and funding approaches. By building strong partnerships and linkages both internally and externally, the Team Lead will oversee and facilitate initiatives to increase First Nations and other partners’ awareness of the process, requirements and resources available to explore different approaches and models. The Team Lead will also oversee and facilitate the work of internal response teams working with First Nations communities or organizations to support the required planning, costing, and implementation for model and/or funding transformation.
Jordan’s Principle Team Lead
The Jordan’s Principle Team Lead will provide oversight and management to the horizontal task team supporting Jordan’s Principle Child First Initiative. This position requires the ability to build strong relationships with First Nations communities, organizations and families; provincial Ministries, Alberta Health Services, Indigenous and Northern Affairs Canada (INAC) and/or other federal Departments, and external subject matter experts. The successful candidate must be able to prioritise and manage time-sensitive tasks, and competing priorities.
ABOUT HEALTH CANADA
Health Canada is the Federal department responsible for helping Canadians maintain and improve their health, while respecting individual choices and circumstances.
Health Canada’s First Nations and Inuit Health Branch (FNIHB) supports the delivery of public health and health promotion services on reserve and in Inuit communities as well as providing drug, dental and ancillary health services to First Nations and Inuit people regardless of residence. FNIHB also provides primary care services on reserve in remote and isolated areas, where there are no provincial services readily available.

Experience:
Experience working effectively with Aboriginal peoples and/or organisations.
Experience in managing health programs and/or services.
Experience working with Mental Wellness programs.
Experience creating, working and/or managing Contribution Agreements/Health Funding Arrangements.
Experience auditing Contribution Agreements/Health Funding Arrangements.
Experience conducting financial audits/reviews.
Experience with the Grants and Contributions Information Management System (GCIMS) for Health Funding Arrangement creation and management.
Experience with the Government of Canada’s Jordan’s Principle history, policies and the Canadian Human Rights Tribunal (CHRT) on Jordan’s Principle.
Experience providing strategic advice and recommendations to management.
Experience working with health or social or education programs or services available to Aboriginal peoples in the province of Alberta.
Experience with community and/or capacity development practices.
Experience managing a budget over $1 million.

ORGANIZATIONAL NEEDS:

OPERATIONAL REQUIREMENTS:
Willingness and ability to work overtime or extended hours.
Willingness and ability to travel extensively to First Nations communities on a regular basis, including flying in small aircraft to remote locations and/or lengthy vehicle travel. Some national travel may also be required.
Note: Travel may require being away from home for more than a few days a week.
Valid Class 5 driver’s licence.
