Duties

Stream 1: Section Head - Aquatic Animal Health
The incumbent will manage be responsible for the management and direction of Aquatic animal Health Section to support the National Aquatic Animal Health Program (NAAHP). The incumbent will support and direct the financial and human resource for the delivery of National Aquatic Animal Health Program in support of Fisheries and Oceans Canada (DFO) objectives to protect Canada's farmed and wild fisheries from disease outbreaks and maintain access to the international seafood market. The incumbent will be working with Section staff to design, plan, and ensure the delivery of diagnostic services and research projects. The successful candidate will acquire and provide scientific knowledge, data, information, advice and recommendations to scientists, the Canadian Food Inspection Agency, senior management, other federal agencies, provincial and territorial agencies, international organizations and the general public. These objectives will be met through the development, implementation, maintenance and continual improvement of the Quality Management System as per ISO 17025 requirements. The incumbent will review and authorize the diagnostic results before releasing to the client and work with regional section heads and national NAAHP managers, coordinators and CFIA to the meet the objectives and effective delivery of National Aquatic Animal Health Program and ensure the effective delivery of program. In addition, they will be directing, supervising, training and evaluating the performance of subordinate staff and also managing Section budgets in cooperation with subordinate staff and Division Manager.

Stream 2: Section Head - Arctic Science, Great Lakes Science, and Sea Lamprey Control Science
The incumbent will be responsible for the management and direction of a Section involved in delivery of specialized components of a science program and or the conduct of scientific studies in fisheries and aquatic science. This is in support of Fisheries and Oceans Canada (DFO) objectives for ensuring healthy and productive ecosystems and sustainable fisheries and aquaculture. The incumbent will be working with Section and Division staff to design, plan, and ensure the delivery of scientific projects as well as provide authoritative scientific information and advice. In addition, they will be directing, supervising, training and evaluating the performance of subordinate staff and also managing Section budgets in cooperation with subordinate staff and Division Manager.

Intent of the process

These are full-time indeterminate positions. The anticipated number of positions that may be staffed with this advertised process is two (2); however, a pool of qualified candidates will be established through this staffing process and may be used to staff similar positions with different tenures (i.e. on a term, acting or an indeterminate basis) within Fisheries and Oceans Canada in the Central and Arctic Region.

The current needs to staff are :
- 1 permanent position in Winnipeg (Stream 1)
- 1 permanent position in Winnipeg (Stream 2)

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in a biological science.

Degree equivalency

Experience in providing science based advice to management.
Experience in project management including managing financial, material, and human resources.
Experience setting priorities within a program, evaluating and reporting on results.
Experience in representing your organization at in a leadership capacity at meetings, workshops or conferences.

For Stream 1 only:
• Experience in planning, coordinating or delivering research or diagnostics activities in animal health or human health
• Experience working in a microbiology or molecular laboratory

For Stream 2 only:
Experience in planning, coordinating and delivering research or monitoring activities in one or more of the following areas: fisheries science, fisheries stock assessment, monitoring and assessment, fish habitat, aquaculture, aquatic invasive species, or ecosystem function and productivity
Experience conducting field or lab programs in fisheries or ecosystem science

*Experience is defined as having the depth and breadth of experience normally obtained over a period of at least two years. Candidates should be able to provide several examples for each experience criteria.

Graduation with a graduate degree from a recognized post-secondary institution with acceptable specialization in a biological science,

Degree equivalency

Experience in data acquisition and management
Experience in writing scientific reports for publication including publications in primary (peer-reviewed) journals or other refereed publications
Experience with financial responsibility center (RC) manager and staff supervisor responsibilities related to Government of Canada policies on financial management, human resource management, and occupational safety and health.

For Stream 1 only:
Experience with commercially important finfish diseases (aetiology, epizootiology) and methods to circumvent or control these diseases.
Experience with the National Aquatic Animal Health Program.
Experience working in a quality management system accreditation
Experience working in a client service delivery environment

For Stream 2 only:
Experience in developing and establishing formal collaborative agreements
Experience working with arctic co-management organizations
Experience conducting or managing research projects in the arctic
Experience establishing relationships, consulting, or negotiating with at least two of the following: public entity, non-government organization, industry, Aboriginal community, or academic institution
