Duties

As the Director, Office of the Chief Information Officer (CIO), you are a catalyst for change and an orchestrator of enterprise-wide digital business efforts. In this context, the Director, Office of the CIO, would be responsible for helping Transport Canada transform to digital business in a way that generates the most value from information and technology.

Your responsibilities will include:
•Creating and communicating a compelling vision and strategy for IM/IT within Transport Canada and making sure that the different teams are connecting in the right way to realize that vision;
•Instituting and managing a strategy and planning process that can adapt to a dynamic business and technology environment;
•Renewing IM/IT governance bodies to ensure business representation and accountability for investments;
•Defining a set of guidelines and standards that ensures alignment across all IM/IT activities but that also allows for flexibility and creativity in execution;
•Extending portfolio governance beyond IM/IT projects to include enterprise change;
•Balancing and aligning demand between business and IM/IT;
•Envisioning and communicating new IM/IT-based growth opportunities.

We currently have one position to staff.

However, a pool of qualified candidates will be established as a result of this process to staff similar positions within the Department or any federal organization listed in the Schedules I, IV and V of the Financial Administration Act (FAA).

Degree equivalency

EXPERIENCE
Experience in leading change and transformation in complex environments, including the management of its impacts on people and processes.

Experience in providing strategic advice and recommending options to senior management on complex issues related to information management (IM) and information technology (IT).

Experience in representing the department in consultations, negotiations and interactions with partners, stakeholders and external vendors to advance business priorities and objectives.

Significant* experience in managing human and financial resources.

*Significant experience is defined as experience associated with having performed a broad range of related activities, which could normally be acquired over a period of approximately three (3) years.

Experience in the management of IM/IT projects in an operational and multi-client environment.

Experience in the management of information management programs.

Experience in the management of the development and implementation of IM and/or IT strategies.

Experience in the development of policies or the management of programs related to the security of IT.

Experience in the development and implementation of strategic or operational frameworks in support of business planning process and performance measurement.
