Duties

1. Plans, coordinates, manages/leads and/or executes the delivery of civil aviation safety oversight of individuals, enterprises, and organizations, including the oversight of Ministerial delegates related to aeronautical product development, design certification and continuing airworthiness.

2. As a subject matter expert in aeronautical product design and approval / certification, conducts oversight of approved organizations including Airworthiness Engineering Organizations (AEO), Design Approval Organizations (DAO), Design Approval Representatives (DAR), Design Approval Holders (DAH), Approved Maintenance Organizations (AMO), manufacturers, operators, certificate holders, and Minister’s delegates and provides this subject matter expertise to other internal and external stakeholders.

3. Exercises Ministerial delegation of authority under the Aeronautics Act and the Canadian Aviation Regulations (CARs) to execute oversight activities and ensure compliance with regulations.

4. Researches, identifies, assesses and documents risks to safety and determines and implements risk mitigation solutions and approaches.

5. Communicates with individuals and senior managers of organizations, enterprises and other government agencies on all aspects of the Civil Aviation safety oversight program and provides expert advice and guidance to Civil Aviation personnel and Minister’s delegates, including negotiating and building consensus with domestic and foreign stakeholders, including foreign civil aviation authorities, with regard to harmonizing the design approval/certification of aeronautical products.

6. Identifies cross-functional issues of interest to other internal and external stakeholders and engages, or recommends the engagement of, other subject matter experts from a variety of areas both nationally and internationally to deliver the Civil Aviation oversight program.

7. Influences, integrates and promotes governmental and departmental priorities, and Civil Aviation key priorities, commitments and initiatives across technical specialties, including input into the Regulatory Framework.

8. As a multidisciplinary team manager/lead or team member for service, validation, assessment, audit and inspection activities, leads, plans, coordinates and delivers the Civil Aviation safety oversight program within a matrix management model; and manages assigned human, financial and material resources, as well as Occupational Safety and Health (OSH) and administrative requirements.

Graduation with a degree from a recognized university in an engineering specialty relevant to the duties of the position OR eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.

Degree equivalency

EX1: Significant* experience in the design, development, testing, in-service support or
certification of aeronautical products.

EX2: Significant* experience in engineering related to the design, development, testing, or certification of Aircraft Structures or Loads and Structural Dynamics of Aircraft Structures (AWM 523/525/527/529).

*Significant experience is defined to mean the depth and breadth of experience normally acquired when performing the duties for approximately five (5) years, whilst progressively acquiring increased responsibilities related to engineering in the aerospace industry.

AEX9: Experience in the design approval of aeronautical products.
AEX10:Experience in providing guidance to others on the interpretation or application of
regulations, standards or guidance material related to engineering activities.

K1: Knowledge of the design and analysis of aircraft structures, including the modification or repair of Principle Structural Elements such as Wings, Pressurized Fuselage and control surfaces. Analysis knowledge should include:
- Static analysis
- Fatigue analysis and/or Damage Tolerance analysis


K2: Knowledge of the Canadian Aviation Regulations and the Airworthiness Standards and the acceptable means used in making a determination of compliance related to the design and certification of aeronautical products.
