A pool of qualified candidates will be established and may be used to staff similar positions within Employment and Social Development Canada (ESDC) on an indeterminate or term basis, with various position titles, language and security requirements, across Canada.

EDUCATION:
Stream 1: JUNIOR DATA ANALYST
Master's degree (or higher) from a recognized post-secondary institution, obtained by December 31, 2018, with acceptable specialization in Economics, Sociology or Statistics.
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through courses in other programs such as:
• Mathematics
• Computer science
• Data Science/Data Analytics
• Accounting
• Demography/Population Studies
• Environmental Sciences
• Epidemiology
• Geography

BOTH STREAMS:
Knowledge of major socio-economic trends and issues in Canada, as well as current government and Employment and Social Development Canada (ESDC) priorities as they relate to those issues and trends.
STREAM 1 ONLY:
Knowledge of advanced quantitative methods such as data mining, predictive modeling or machine learning.
STREAM 2 ONLY:
Knowledge of qualitative or advanced* quantitative methods to conduct socio-economic research or analysis.
*Advanced quantitative methods refer to multivariate analysis including regression analysis, factor analysis, and other related methods.
ABILITIES:
Ability to communicate orally clearly and concisely;
Ability to communicate in writing clearly and concisely;
Ability to manage and interpret complex data and analysis to determine key findings and draw appropriate conclusions;

ASSET EXPERIENCES:
STREAM 1:
Experience in conducting quantitative analysis using statistical or econometric models;
Experience in statistical and quantitative analysis of large data sets, such as surveys (cross-sectional or longitudinal) or administrative data;
Experience in conducting empirical analysis on issues related to the mandate of ESDC;
Experience in using or maintaining a large administrative dataset, such as Employment Insurance or Canada Revenue Agency datasets.
STREAM 2:
Experience producing research reports or articles related to economic, social, labour market or learning subjects;
Experience conducting research or analysis using micro-data from Statistics Canada surveys;
Experience conducting research or analysis using longitudinal or administrative datasets;
Experience in ethnographic research and qualitative analysis including text, speech, or social analytics;
Experience using qualitative data analysis software such as NVivo or ATLAS.ti.

Candidates must ensure that they have access to statistical software such as Python, SAS, STATA, R, E-Views, SPSS or other quantitative statistical software that will be required as part of a written examination.
Applicants may be invited to provide a copy of a document produced in a higher level course, in English or French, which could be used to assess the writing ability.
Random or top down selection may be used at any time during the assessment process.
Candidates from outside the public service may be required to pay for travel and relocation costs associated with this selection process.
