We are accepting applications until October 30, 2017 to create an inventory of qualified candidates. However, you should apply now! Applications will be pulled as positions are identified for staffing.
Should the inventory be extended, the retest period for re-assessment within the context of this selection process is 180 calendar days from the date of elimination at either the prescreening, the written exam, interview, or reference stage of the process. If, after having been eliminated, you resubmit an application to this process, before the retest period has elapsed, your application will not be considered.
The inventory will be updated every 45 days. The first pull and review of applications will be completed on September 18, 2017. You will receive a notice in your applicant account 15 days before the end of your active period to determine whether or not you wish to keep being considered for an additional 45 days.
TYPES OF POSITIONS :
Policy Analyst, Program Analyst, Research Analyst, Indigenous Partnership Facilitation, Safety and Security Research Officer/Analyst.
STREAM A
POLICY DEVELOPMENT: Development of policy frameworks, tools, legislation and regulatory as well as the provision of analysis/options; provision of policy advice and legislative initiatives.
PROGRAM DEVELOPMENT: Development and integration of departmental policy, programs, strategies, approaches and processes to the transportation portfolio for senior management and/or external stakeholders.
REGULATORY DESIGN/SAFETY AND SECURITY: Leadership, governance and oversight of the continuous development of regulatory process, and the management, control, promulgation and publication of regulations and standards for management, employees, Cabinet committees and the regulated community; as well as research and analysis that will contribute to a safe and secure transportation system.
STREAM B
SOCIO-ECONOMICS RESEARCH/ANALYSIS: Planning and management of economic, statistical and risk studies; data analysis and reporting; conducting of research and studies for internal and external stakeholders.

This process is intended to create and maintain an inventory to staff positions on an indeterminate basis and to staff similar or identical positions with various linguistic profiles and/or requirement (English or French essential or Bilingual Imperative BBB,CBC or CCC), with various tenures (term, indeterminate, Acting, Assignment, Secondment) and/or the security clearance (reliability or secret), which may vary according to the position being staffed at Transport Canada and/or Fisheries and Oceans Canada. EDUCATION
STREAM A
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
(Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.)
OR
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in social science, statistics or a law-related field.
(“Social science” includes economics, political science, sociology, anthropology, history, psychology, geography, criminology, international relations and other disciplines associated with social science.)
STREAM B
Master’s Degree from a recognized university with acceptable specialization in economics or applied economics or statistics.
EXPERIENCE
ALL STREAMS : COMMON EXPERIENCE
•Experience in analysis of safety or security or social or economic policies, programs or legislations/regulations.
•Experience in researching and writing documents or reports.
•Experience working with various stakeholders or partners in the public or private sectors.
Candidates must also meet AT LEAST ONE of the following experience factors to be considered for STREAM A:
•Experience in conducting studies or research.
•Experience in applying cost-benefit methodology to policy options.
•Experience in using computer applications for the collection, analysis and communications of statistical information.
•Experience in preparing contribution agreements.
•Experience in the development and delivery of a program.
•Experience in providing advice and developing recommendations on transportations issues.
•Experience in planning and conducting public or aboriginal or indigenous consultations.
•Experience in conducting cost-benefit analysis.
•Experience in undertaking quantitative and qualitative analysis.
•Experience in the use of a geographic information system (GIS) commercial or open source.
•Experience in coding using database management software, such as Microsoft SQL or SAS.
Candidates must also meet AT LEAST ONE of the following experience factors to be considered for STREAM B:
•Experience in socio-economic data preparation and analysis.
•Experience in micro-economic analysis.
•Experience in undertaking quantitative analysis on economic or transportation issues.
