The intent of the process is to staff one (1) indeterminate position (English or French essential).
A pool of fully or partially qualified candidates may be established to staff similar positions with various linguistic profile : English or French, bilingual imperative BBB/BBB, CBC/CBC, CCC/CCC within Elections Canada with various tenures (various specified periods or indeterminate).

ESSENTIAL QUALIFICATIONS
Education
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management, geomatics, GIS, or another specialty relevant to the position to be staffed.
Note: Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
Experience
Experience in assessing, analyzing, and documenting clients’ requirements, and in proposing GIS solutions.
Experience in developing GIS applications, or GIS services with the ArcGIS platform.
Experience in developing applications with .Net.
Experience is defined as having normally performed the functions listed above for a minimum of two (2) years within the last three (3) years.

English or French

Knowledge of Systems Development Life Cycle (SDLC) techniques and/or practices.

ASSET QUALIFICATIONS
Education
University Degree in Geomatics or GIS.
College Diploma in Geomatics or GIS.
Certification in Geomatics or GIS.
Experience
Experience using ESRI’s Web-AppBuilder, or App Studio.
Experience using ArcGIS platform’s APIs, SDK, and development tools.
Experience using ArcGIS server 10.0 or higher.
Experience with HTTP, and IIS.
Experience creating cross platform responsive web sites using HTML5, CSS3 and JavaScript.
Experience with Javascript Frameworks such as JQuery or Dojo.
Experience developing applications using C# Microsoft .Net framework 4.0 or higher.
Experience developing mobile GIS applications.
Experience using or administrating ArcGIS Portal, or ArcGIS Online.
Experience using versioning control systems such as GIT, SVN or TFS.
Experience using ESRI geospatial databases10.0 or higher.
Experience developing in Oracle PL/SQL.
Experience developing in Python.
Experience configuring and customizing ArcGIS Desktop 10.0+ or ArcGIS Pro
For the asset qualifications, experience is defined as having normally performed the functions listed above for a minimum of one (1) year within the last three (3) years.

Reliability Status security clearance
