ANTICIPATORY PROCESS :The intent of this selection process is to create a pool of qualified candidates to staff PC-04 positions of Manager, Preparedness and Response (stream 1) and Manager, Program Development and Innovation (stream 2), in Vancouver (unilingual English), Dartmouth (bilingual imperative BBB/BBB) or Montréal (bilingual imperative BBB/BBB) in order to meet future operational needs.
Please note that this pool of qualified candidates could also be used to staff identical or similar positions requiring various linguistic requirements (English essential or Bilingual imperative) and profiles (BBB/BBB and CBC/CBC), various security requirements (reliability or secret status) and various tenures (Indeterminate, determinate, deployment, assignment, secondment, acting, Interchange Canada and extensions) within Environment and Climate Change Canada.

EDUCATION
Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry or some other science relevant to the position.
Note: The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
EXPERIENCE
(For both streams)
E1 - Significant* experience in providing strategic advice and recommendations to management (director or above) on scientific or environmental issues.
E2 - Experience in developing position papers, reports, briefing notes, or presentations.
E3 - Experience in managing complex projects**.
E4 - Significant* experience in leading teams.
E5 - Experience in developing and maintaining partnerships with internal and external stakeholders regarding scientific or environmental issues.
E6 - Significant* and recent*** experience in coordinating preparedness and response activities in pollution related emergencies.
FOR STREAM 2 ONLY (Manager, Program Development and Innovation):
E7 - Significant* and recent*** experience in managing geographic information systems, data, and tools.
DEFINITIONS:
*Significant experience will be assessed in terms of relevance, complexity and responsibility of the duties performed (depth and breadth).
Complex project** is defined as having three (3) or more of the following factors:
1. Multidimensional: a multi-tier diverse set of environmental issues and /or technologies requiring integration, and negotiation or collaboration, with stakeholders / partners;
2. Requirement for high availability and mission critical (24/7) systems;
3. A program of national/international or significant corporate scope, or having an impact on the Canadian public, industry or various levels of Government (federal / provincial / territorial / municipal);
4. Represents a number of stakeholders / partners with diverse interests;
5. Sensitive: in terms of having a potential for a) media coverage, b) classified security issues, c) high risk factors, d) critical time sensitivity, or e) political sensitivity issues.
Recent*** is defined as experience acquired within the past five years.
ASSET QUALIFICATIONS
EDUCATION
(For both streams)
AED1 - Postgraduate degree from a recognized university with an acceptable specialization in engineering, physics, geology, chemistry, biology or other science related discipline relevant to the position.
FOR STREAM 2 ONLY (Manager, Program Development and Innovation):
AED2 - Graduation with a degree from a recognized post-secondary institution in geomatics.
EXPERIENCE
(For both streams)
AE1 - Direct experience playing role in Incident Command System.
AE2 - Field experience responding to pollution related emergencies.

K4 - Knowledge of key principles, considerations and best practices for implementing a Geospatial Information System Enterprise Solutions.

1. Availability to work overtime, as required.
2. Availability to be on stand-by (24/7) as required for operational reasons.
3. Availability to be deployed to industrial facilities and remote locations on a temporary basis as required for operational reasons.
4. Hold a valid driver’s license.
5. Medical requirement: must comply with occupational health requirements throughout his/her period of employment and periodically undergo an occupational health assessment.
6. For health and safety reasons, some assignments may require the incumbent to be clean shaven.
7. Must be willing and able to travel occasionally to other areas of Canada and internationally, as required.

A pass mark will be established for each qualification. However, achieving the pass mark is not guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score (in other words, establishing a higher threshold than the pass mark and selecting only the candidates who meet this threshold) and a top-down approach (in other words, establishing a maximum number of candidates who can proceed to the next assessment stage) may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.
Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing. Candidates may be contacted and assessed against these criteria at any time during this process.
