The position will be in Québec City at the Naval Reserve Headquarters (NAVRES HQ). The incumbent will be responsible for the Naval Reserve Performance Measurement process. This position involves data analytics; the candidate must be very skilled in data reporting and analysis, and must be fluid in MS Excel. This will involve working with the 24 Naval Reserve units that are spread across Canada, as well as with key senior staff and departments of the Naval Reserve at the HQ. Liaison will be maintained with the Royal Canadian Navy (RCN) Performance Measurement team as well as with key players at Maritime Pacific. Work will be conducted in a bilingual atmosphere at the HQ, and in either official language of the units. The incumbent of the position is expected to develop and maintain key performance measurements/statistics and various reports for the Naval Reserve. They will be responsible for analyzing and treating performance data in many areas, for example, military recruitment and attrition rates, boat serviceability and maintenance, military training statistics, etc. The incumbent will design, maintain and update performance measurement reports as required. A performance measurement dashboard will need to be developed and maintained, containing data that can be used to track the performance of the Naval Reserve, for senior command. The position will be standalone (no supervisory), reporting to the Senior Staff Officer (SSO) Risk Management and the Chief of Staff (COS) of the Naval Reserve.
NAVRES HQ is in the historical part of Québec City, on the waterfront of the Saint Lawrence River. This city is steeped in history and culture, and the architecture and feel of the city is often compared to being in Europe. There are many activities in the summer, such Festival d’été de Québec with many music concerts, les Fêtes de la Nouvelle-France, and Montmorency Falls and the Jacques-Cartier Provincial Park are only minutes away. In winter, Québec becomes a winter wonderland, with many activities including skiing at the famous Mont-Sainte-Anne and Le Massif ski resorts, and of course there is the Québec Winter Carnival.
