Intent of the process

A pool of qualified candidates may be created and may be used to staff current and future EX-01 positions with various tenures within the Maritimes Region and Fisheries and Oceans Canada.

EDUCATION:

Graduation from a recognized post-secondary institution or graduation from the Fishery Officer Career Progression Program.

Degree equivalency

EXPERIENCE:

Experience in leading teams and program management in an operationally complex environment to provide services or program delivery to a variety of client groups or stakeholders.

Experience in providing strategic advice to clients and senior management on complex and sensitive matters.

Experience in establishing and maintaining partnerships and resolving conflicts with a variety of internal and external networks and client groups.

Recent* experience in managing human** and financial resources ***.

Notes:

*Recent experience is understood to mean experience acquired within the last four (4) years
** For human resources management, applicants must clearly demonstrate that they have supervised staff, assigned work, managed labour relations issues, managed and assessed performance developed and implemented training and staffing plans. Applicants must also indicate the number of employees they supervised directly.

*** For financial management applicants must show evidence of managing, allocating and being accountable for a budget. This experience is defined as being responsible for financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.

Asset Qualifications

AREA DIRECTORS :

Experience in managing aboriginal, recreational, aquaculture, or commercial fishery resource issues.
Experience in developing and implementing integrated fisheries management plans.
Experience in developing resource access policy, or licensing and administrative processes used in managing aquatic and marine resources.
Experience in consulting and negotiating at senior levels with the fishing, or aquaculture industry, or aboriginal groups or recreational fishing organizations.
Experience in managing a large and diverse real property or small craft harbours program in a large operational department.

REGIONAL DIRECTOR, POLICY & ECONOMICS

Master’s Degree from a recognized university in a field related to the position such as Statistics, Economics, Public or Business Administration.
Experience in leading teams responsible for the provision of strategic policy advice and/or economic analysis.
Experience in leading teams responsible for the collection and analysis of statistics and for the utilization of statistics to provide analytical advice.

DIRECTOR, OCEANS MANAGEMENT

Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in economics, science, statistics or in a field relevant to the position

REGIONAL DIRECTOR, REAL PROPERTY, SAFETY & SECURITY

Master’s Degree from a recognized university in a field related to the position such as Engineering or Business Administration.
Experience in the development, planning and delivery of major capital projects.
Experience in managing a large and diverse real property program in a large operational department.

DIRECTOR, CONSERVATION AND PROTECTION

Experience in natural resource compliance or enforcement activities

DIRECTOR, RESOURCE MANAGEMENT

Experience in the development, application or assessment of resource access policy, licensing and administrative processes
Experience in international relations and negotiations in natural resource management or fisheries governance

REGIONAL DIRECTOR, COMMUNICATIONS

Graduate degree at the Master’s level or higher in a field related to Communications
Experience in working in or with regional offices or in a highly dispersed communications environment
Experience in managing issues where there are Indigenous considerations
Experience working in situations where crisis communications is required
Experience in managing and developing web sites as a communicators tool
Experience in leading change or transition in government
Experience in leading the development of digital communications strategies and products

REGIONAL DIRECTOR, SMALL CRAFT HARBOURS
Experience in consulting and negotiating at senior levels with the fishing, or aquaculture industry, or aboriginal groups or recreational fishing organizations.
Experience in managing a large and diverse real property or small craft harbours program in a large operational department.

Operational Requirements
