Duties

Stream 1 –Senior Program Officer, Public Health Programs (PM-04)
Coordinate the delivery and administration of public-directed program(s), projects and initiatives including participating in negotiations and consultations; provide advice and recommendations to management related to the development and implementation of national program(s), program policies, processes, guidelines, standards and delivery mechanisms in a regional context; provision of program, policy and issues/risk management advice to management and interpretation to staff, clients, stakeholders and partners.

Stream 2 –Senior Program Officer, Emergency Preparedness and Response Program (AS-04)
Planning, coordination, analysis and delivery of integrated multi-partner regional emergency preparedness and response plans, programs, services and related training for the federal health portfolio. Contributes to the coordination of federal health portfolio response to complex emergencies including analyzing and recommending strategies, objectives and priorities, and undertaking consultation, planning and collaboration with other federal departments, provincial and municipal levels of government, health and non-health related non-governmental organizations and community level interest groups.

Intent of the process

This is an anticipatory selection process to create a pool(s) of qualified candidates to staff future vacancies. This selection process may be used to create fully assessed and/or partially assessed pools of qualified candidates which may be used to staff similar positions at these groups and levels, primarily with English Essential language requirements, within the Public Health Agency of Canada in Vancouver, BC and Edmonton, Alberta. In addition the pool may also be used to staff similar positions at the Public Health Agency of Canada, across Canada. Any such similar positions may have various security requirements and/or various conditions of employment and may result in acting, assignment, secondment, deployment, term, or permanent appointments.

Although this process will be used primarily for staffing English Essential positions, should an operational need arise to staff a bilingual position, qualified candidates who indicate their interest in being considered for bilingual positions at the CBC proficiency level may be further assessed during the validity period of the pool established, using public service Second Language Evaluation (SLE) tests of Reading Comprehension, Written Expression and Oral Proficiency, to determine their proficiency in the French language at the CBC proficiency level.

Some positions may be staffed in either Vancouver, BC or Edmonton, Alberta depending upon the location of the position, the operational needs, or the location of the successful candidate.

Qualified candidates who are currently employees of the Federal Public Service at the same group and level or equivalent may be considered first for deployment, secondment or assignment. If no deployment, secondment or assignment is made, applicants from other groups and levels will be considered in the advertised appointment process. Applicants who are term employees at level will be considered for a term deployment. Please note that deployments do not result in a change of tenure.

    Written Comprehension in the Second Official Language at proficiency Level C is the level of second language ability in written comprehension for positions that require comprehension of texts dealing with a wide variety of work-related topics. A person reading at this level can understand most complex details, inferences and fine points of meaning and have a good comprehension of specialized or less familiar material. A person at this level may miss some seldom-used expressions and have some difficulty with very complex grammatical structures.

    Written Expression in the Second Official Language, at proficiency Level B is the minimum level of second language ability in written expression for positions that require writing short descriptive or factual texts in the second language. A person writing at this level can deal with explicit information on work-related topics since they have sufficient mastery of grammar and vocabulary. A person at this level will communicate the basic information, but the text will require some corrections in grammar and vocabulary as well as revision for style.

    Oral Proficiency in the Second Official Language at proficiency Level C is the level of second language oral proficiency for positions that require handling sensitive situations where the understanding and expression of subtle, abstract, or complicated ideas are required or where unfamiliar work-related topics must be dealt with. A person speaking at this level can support opinions and understand and express hypothetical and conditional ideas. A person at this level will not have the ease and fluency of a native speaker and may have deficiencies in pronunciation, grammar, and vocabulary. These deficiencies rarely interfere with communication.

Graduation with a degree from a recognized post-secondary institution in a field relevant to the duties of the position such as health promotion, public health, social sciences or emergency management

Experience:

• Significant experience* maintaining collaborative relationships with governmental and non-governmental stakeholders and partners to achieve federal, provincial or municipal program objectives
• Significant experience* synthesizing and analysing information to advise on program priority setting, issues management and risk mitigation in a federal, provincial or municipal government context
• Significant experience* assessing project, initiative or program level results

*Significant experience is defined as 3 years of work experience demonstrating progressive levels of responsibility, depth, breadth and complexity

Stream 1 – PM-04 Senior Program Officer, Public Health Programs

Experience:
• Recent experience** delivering federal, provincial or municipal health or social sector programs, with a Grant and Contribution component, in a regional, local or community level context

**Recent experience is being defined as a minimum of 1 year of cumulative work experience within the past 3 years.

Stream 2 – AS-04 Senior Program Officer, Emergency Preparedness and Response Program

• Recent experience** in emergency preparedness and response in a federal, provincial or municipal government context ***

**Recent experience is being defined as a minimum of 1 year of cumulative work experience in the field of emergency preparedness and/or response (see further related definition below) within the past 3 years.

***Emergency preparedness and/or response in a federal, provincial or municipal government context is being defined as direct work experience in a government department with a specific legislated mandate for emergency management activities related to: natural events and disasters (ie. Floods, earthquakes, fires, highly infectious diseases) and/or accidents or criminal/terrorist acts (ie. Nuclear, chemical, environmental, biological)
