Duties

The Regional Director, Finance and Administration (RDFA), as the region's primary strategic advisor on all financial matters, is accountable for providing the strategic analysis, advice and monitoring of financial management and financial operations to support the regional office in achieving its program objectives, to strengthen performance, accountability and reporting of financial management, financial business planning, risk management, horizontal integrity and the overall business (maturity) of the department's operations.

Work environment

Public Services and Procurement Canada (PSPC) is a core service provider to the Government of Canada. We support the daily operations of over 100 federal departments and agencies. By focusing on what we do best - providing innovative common services to the government - we help departments focus on what they do best: serving Canadians. We are also a national department with regional delivery in a matrix governance model. Finance and Administration Branch (FAB) delivers financial management and strategic support to a department with a gross budget of over $7 billion, revenues of over $3 billion.

The intent of this process is to fill the Regional Director, Finance and Administration position for the Western Region.

EDUCATION:

Graduation with a degree* from a recognized post-secondary institution** with specialization in commerce, economics, finance, accounting, business or public administration or in a field relevant to the duties of the position.

* Degree: A baccalaureate or higher level degree, as established by educational Authorities

**Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

Degree equivalency

EXPERIENCE:

EXP1 – Experience* in analyzing and integrating financial and non-financial information;

EXP2 - Experience* providing strategic financial advice to senior management (DG level and above, or equivalent) on a wide-range of financial management issues affecting a multi-million dollar entity.

Wide range means that candidates must demonstrate experience in at least four (4) of the following financial management fields. Identify each item at the start of a paragraph and provide concrete examples of your experience.
• financial reporting;
• financial planning;
• budgeting and forecasting;
• development and/or interpretation of financial policies and procedures;
• preparation and/or review of Cabinet documents;
• financial systems;
• financial auditing and/or internal controls.

EXP3 – Experience* in negotiating as well as in establishing and maintaining effective relationships with senior management as well as with key stakeholders.

EXP4 – Experience* in managing human** and financial*** resources.

DEFINITIONS:

*Experience is understood to mean the depth and breadth of the experience associated with having performed a broad range of various, complex related activities acquired over a period of three (3) years within the last five (5) years in a federal, provincial, territorial or municipal government, a company, or a Crown corporation. The experience acquired must be at least at EX minus one or equivalent. ‘’Equivalent‘’, in the private sector, refers to one level below an executive level i.e. director.

**For «Human Resources Management»: Applicants must clearly demonstrate that they have managed human resources. Some examples of managing human resources may include: assigning work, managing performance, developing resourcing plans, determining needs and approving training, etc. Applicants must indicate the number of staff they supervised and the duration.

***For «Financial Management»: Applicants must show evidence of managing and being accountable for a budget. Some examples of managing financial resources may include: full delegation for a budget, forecasting, planning, budget allocation, reporting, etc. Applicants must also indicate the size of the budget they managed and the duration.

ASSET QUALIFICATIONS:

OCCUPATIONAL CERTIFICATION:

Professional accounting, auditing or financial designation (CPA, CGA, CMA, CA, CFA or CIA).

EXPERIENCE:

AEXP1 - Experience in providing analysis-based financial and/or business advice to organizations in a state of transformation, and advice on proposals to senior officials.

AEXP2 - Experience in different funding mechanisms in the federal government.
