We need your help to:

• Improve and expand our digital presence to communicate better with Canadians;
• Explore and adopt the latest communications tools and techniques;
• Develop and produce creative communication products and marketing tools; and
• Coordinate and support special projects like focus groups and international events.

Our four streams of work are:

• Stream 1: Web Publishing Wizard;
• Stream 2: Social Media Champion;
• Stream 3: Advertising and Marketing Ace; and
• Stream 4: Video Production or Graphic Design Visionary.

Successful candidate(s) must meet and maintain the Conditions of Employment throughout their employment.

Intent of the process

This process will collect applications to create an inventory that will be used for various types of opportunities, including indeterminate, term, assignment, secondment, interchange, and casual employees.

NOTE - casual employment means a short-term employment option to hire persons to the Public Service for a period not to exceed 90 working days in one department in any one calendar year.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

A degree from a recognized post-secondary institution OR an acceptable combination of education, training, and/or experience*.

*The acceptable combination is defined as: a college diploma in a field relevant to the position and 6-12 months of work experience in a field relevant to the position.

NOTE: Incumbents of IS positions who do not possess the formal education prescribed are deemed to meet the education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever a bachelor's degree without any specialization is called for in a position classified as IS.

Degree equivalency

Stream 1: Web Publishing Wizard
• Experience in web design using HTML5 and Cascading Style Sheets (CSS).
• Experience providing advice to clients or management on website layout and functionality.
• Experience working on a multidisciplinary team.

STREAM 2: Social Media Champion
• Experience using social media platforms and equipment professionally.
• Experience in the use of social media best practices and emerging tools.
• Experience working on a multidisciplinary team.

STREAM 3: Advertising and Marketing Ace
• Experience planning and implementing professional advertising, marketing, or public opinion research campaigns.
• Experience in research and analysis.
• Experience developing and maintaining collaborative working relationships with internal or external partners.

STREAM 4: Video Production or Graphic Design Visionary
• Experience in graphic design using Adobe Creative Suite (e.g., Photoshop, Illustrator, After Effects) or similar applications; OR experience in video production using Adobe Premiere Pro, Apple Final Cut Pro, or similar application.
• Experience creating visual or audio products for at least two of the following media: print, web, television, social media.
• Experience providing advice on layout and conceptual designs.
• Experience working on a multidisciplinary team.

• Experience developing federal Cabinet documents (e.g., Treasury Board submissions).
• Experience working with federal central agencies (e.g., Treasury Board Secretariat, Privy Council Office).
• Experience working with Advertising Standards Canada.

Stream 4: Video Production or Graphic Design Visionary
• Experience as a professional videographer or video journalist.
• Experience live streaming.
• Experience in digital animation.
• Experience conducting audio or video interviews.
• Experience storyboarding.
• Experience planning video shoots, including scouting, selecting, and reserving locations.
• Experience developing production schedules.
• Experience directing and coaching talent.
• Experience working with Assistant Deputy Ministers, Deputy Ministers, Ministers, or Ministers’ staff.

Other information

This inventory, and the resulting pools of qualified candidates, will be valid primarily for positions in Charlottetown, PE and Ottawa, ON, but may also be used for positions in other locations across Canada (e.g., Toronto, Montreal, Kirkland Lake, Halifax). The pools of qualified candidates may be used by other organizations in the Veterans Affairs portfolio and by other federal government departments.
