Work environment

Fisheries and Oceans Canada (DFO) is the lead federal Department in managing Canada's fisheries and safeguarding its waters. The Office of Environmental Coordination supports these goals by working with other DFO staff to continuously improve environmental performance and to achieve compliance with our environmental responsibilities. Our team is the lead on the development of an Environmental Management System that supports continuous improvement for all of the environmental aspects of our business.

This dynamic team works together to develop policies, guidance documents, training and to conduct environmental audits to ensure environmental consistency. As a member of the team you will have the opportunity to interact with staff from different groups within DFO and learn how we advance our goals of sustainable aquatic ecosystems and support safe and secure Canadian waters while fostering economic prosperity across maritime sectors and fisheries.

Intent of the process

This process will be used to create a pool of qualified candidates which will be used to staff one indeterminate position (PC 02) and three determinate positions, one at the PC 02 level and two at the PC 03 level. The pool may be used in the future to staff identical or similar positions with various tenures (casual, term, indeterminate) within Fisheries and Oceans and Canadian Coast Guard.

Graduation with a degree from a recognized post-secondary institution, with an acceptable specialization in environmental sciences, environmental studies, ecology, biology, geology, chemistry, environmental engineering or some other science relevant to the position.

Degree equivalency

STREAM 1: CONTAMINATED SITES
PC-02 and PC-03:

*Experience in planning, implementing, and/or managing contaminated sites projects.
*Experience is defined as depth and breadth normally gained over approximately 2 years.

*Experience in the analysis and interpretation of environmental data for the preparation and/or review of technical reports related to contaminated sites.
*Experience is defined as depth and breadth normally gained over approximately 2 years.

*Experience in providing technical advice on matters relating to contaminated sites.
*Experience is defined as depth and breadth normally gained over approximately 2 years.

PC-03 Only:
Experience in the management and delivery of an environmental program.

STREAM 2: ENVIRONMENTAL MANAGEMENT
PC02 and PC03:

*Experience in planning, implementing, and/or managing projects relating to environmental compliance, sustainable development or environmental management systems.
*Experience is defined as depth and breadth normally gained over approximately 2 years.

*Experience working with stakeholders, clients, and/or organizations to improve environmental performance (e.g. greening building operations, environmental stewardship, regulatory compliance).
*Experience is defined as depth and breadth normally gained over approximately 2 years.

PC-03 Only:
Experience in the management and delivery of an environmental program.

STREAM 1: CONTAMINATED SITES
PC-02 and PC-03:

**Significant experience conducting phased environmental sites assessments, sediment toxicity studies, risk assessments, and/or remediation, including sample collection, data analysis, and/or writing related technical reports.
**Significant is defined as depth and breadth of experience normally gained over a period of 5 years.

Experience managing Federal Contaminated Sites Action Plan (FCSAP) projects or programs.

PC-03 Only:
Experience in the management of human and financial resources.

Experience in the planning and development of federal procurement tools such as standing offers or supply arrangements

STREAM 2: ENVIRONMENTAL MANAGEMENT:
PC-02 and PC-03:
***Significant experience conducting environmental inspections or audits which evaluate regulatory compliance and/or or which evaluate Environmental Management System performance.
***Significant experience is defined as depth and breadth normally gained by leading a minimum of 5 environmental inspections or audits or conducting a minimum of 2 environmental management system audits.

Experience providing energy management services, including monitoring, tracking and reporting on energy consumption and greenhouse gas emissions, interpreting energy audit results, and/or making recommendations on renewable energy, energy efficiency or sustainable infrastructure.

Experience with BOMA BEST/LEED Accreditation.

PC-03 Only:
Experience in the management of human and financial resources.

STREAM 1: CONTAMINATED SITES:
Knowledge of federal regulatory framework (legislation, regulations, and policies) related to contaminated sites.
Knowledge of contaminated sites procedures and practices.

STREAM 2: ENVIRONMENTAL MANAGEMENT:
Knowledge of Canadian Environmental legislation, guidelines, codes, standards and industry best management practices related to environmental management.
Knowledge of environmental auditing processes.

Ability to communicate effectively both verbally and in writing.
Ability to research, analyze, and provide recommendations to senior management on environmental management issues.
