The intent of this process is to staff one PM-04 position on a indeterminate basis. The position has a linguistic requirement of BBB/BBB and a reliability security clearance requirement.
A pool of fully or partially qualified candidates may be established through this process to staff identical or similar positions at Natural Resources Canada with various tenures (determinate period or indeterminate), various linguistic requirements (imperative and/or non-imperative), various language requirements and profiles (Bilingual (BBB/BBB, CBC/CBC, CCC/CCC, etc.)), various security requirements (reliability, secret), various conditions of employment and for various locations.

Secondary school diploma or an acceptable combination of education, training and/or experience.
Significant* experience developing and delivering a comprehensive marketing, communications and/or content strategy and work plan with measurable impacts.
Experience leading the development of engaging and creative content to further the objectives of a program or initiative (e.g. video, print publications, web content, advertising, infographics, social media content).
Significant* experience writing compelling messages for different target demographics in a variety of formats (e.g. reports, newsletters, web content, presentations, social media content).
Experience monitoring and evaluating the effectiveness of digital content to gauge content effectiveness and make recommendations based on the results (e.g. including analysis tools such as Google analytics, Facebook metrics and Twitter metrics).
*Significant is defined as a minimum of four years.
Graduation with a degree or diploma from a recognized university or college in marketing, communications, journalism, or public relations.
Experience developing and implementing a time-specific marketing or communications campaign with measurable impacts.
Experience successfully managing a competitive nomination or awards process.
Experience successfully managing a high-profile event, including logistics.
Experience consulting with and forging collaborative relationships with external groups and clients
Significant* experience in planning, negotiating and managing contracts, and directing firms from the projects’ development stages through to the packaging and distribution of materials.

Knowledge of non-regulatory or voluntary energy management programs. These include Energy Management Standard Systems (ISO 50001), Superior Energy Performance (SEP), Computational Fluid Dynamics (CFD), Process Integration (PI) and financial assistance programs for energy management projects.
