Work environment

The primary Role of the Portfolio Manager is to achieve results through a portfolio of investments that are aligned and linked to the Program’s Strategic Planning Guidance and Program Outcomes. This is achieved by:

Managing and reporting on Science & Technology (S&T) investments in support of the related key Public Safety & Security Partners. The Portfolio Manager informs the program and also generates impact from a Portfolio of projects through CSSP investments instruments. All transactions aim to provide a Whole of Government or a National level of positive impact on Canadian Safety and Security posture.

Coordinating the critical interface between S&T, Operations, Intelligence and Policy community representatives, as well as being the key individual ensuring and communicating the value-added nature of S&T efforts.

Establishing collaborations across a diverse team of S&T performers, Project Managers, Operations and Policy/intelligence Analysts from Government, Industry, Academia, and or Allies, to succeed collaboratively, particularly in projects with a horizontal “Whole of Government or National” focus.

Maintaining and continuously developing knowledge, expertise and skills associated with the broad S&T efforts required by the Portfolio which includes the evaluation and interpretation of information and scientific research papers, reports, contracts or agreements, and the provision of advice in the above programs.

Providing timely, relevant and coordinated evidence-based advice to decision makers and, public safety and security actors and communities.

Intent of the process

The immediate need is to fill two positions on an indeterminate basis or assignment basis within the Center for Security Science. This process may also be used to create a pool of qualified candidates as well as to fill identical or similar positions at DRDC with tenures that may vary according to the positions being staffed (ex. indeterminate, specified period) and having various security levels and language requirements.

EDUCATION (STREAMS 1 & 2):

Graduation with a doctoral degree from a recognized post-secondary institution with specialization* in engineering, chemistry, physics, biology, economics, sociology or some other specialty relevant to the position;

Or

Graduation with a master's degree with specialization* in a field relevant to the position, coupled with acceptable** experience.

* The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
** Acceptable experience means a minimum of five years full-time employment in a field relevant to the position.

Degree equivalency

EXPERIENCE (STREAMS 1 & 2):

A consistent multiyear history of fully satisfactory performance with a record of achievement that is recognized as involving significant scientific/technological contribution in areas related to the duties of the position.

A minimum of 3 years of experience writing and presenting reports and/or peer-reviewed scientific papers.

A minimum of 3 years of experience in developing and maintaining effective internal and external partners for the delivery of government science programs.

A minimum of 3 years of experience planning, executing and delivering applied science results within government science programs.

Experience evaluating and interpreting information and scientific research papers, contracts, or agreements.

KNOWLEDGE (STREAM 1):

Direct Knowledge of science and technologies related to Natural Hazards Mitigation.

Direct knowledge of current Public Safety and Security priorities in the Government of Canada, as well as the broader Public Safety and Security S&T landscape across government and external to government as related to the area of natural disasters.

KNOWLEDGE (STREAM 2):

Direct Knowledge of science and technologies related to surveillance and situational awareness of land and maritime border regions.

Direct knowledge of current Public Safety and Security priorities in the Government of Canada, as well as the broader Public Safety and Security S&T landscape across government and external to government as related to the area of border security.

ASSET EXPERIENCE (STREAMS 1 & 2):

Experience working in a scientific and political environment or in a scientific and operational environment.

Experience in the procurement and contracting process of the GoC.
