Intent of the process

The intent of the process is to staff one (1) position for a specified period of two (2) to three (3) years.

ESSENTIAL QUALIFICATIONS

Education:

Graduation with a degree from a recognized post-secondary institution.

OR

At the manager’s discretion, an acceptable combination of education, training and/or experience that is comparable to the minimum education standard may serve as an alternative.

Degree equivalency

Experience:

Recent* and significant** experience in developing and implementing comprehensive multi-channel*** national communications campaign(s).

Recent* experience in providing strategic communications advice, services, products and/or briefings to senior management (DG level or above)

Recent* experience in managing communications teams.

Experience in managing complex, sensitive, and/or horizontal communications issues.

Recent* experience in providing expert guidance and advice with respect to the development of messages and creative for print and electronic media (radio, television, Internet) advertising.

Experience in managing human resources and financial resources (project and/or operational budgets).

*Recent experience is defined as experience acquired within the last five (5) years.

**Significant experience is defined as the depth and breadth of the experience normally acquired over a minimum period of two (2) years.

***Multi-channel is defined as involving a minimum of three types of communications channels such as print, digital and broadcast for instance.

ASSET QUALIFICATIONS

Education:

Master’s degree in communications, marketing or digital communications.

Degree equivalency

Experience:

Recent* experience in establishing and implementing a social media policy, associated governance and strategy at a national level.

Recent* experience in providing expert advice to senior management** in the area of E-Communications activities and initiatives.

Recent* experience in analysing emerging technologies for their potential use in the organisation, the development or purchase and implementation of new programs and systems to keep the organisation current and better able to respond to digital communications demands.

Experience in establishing, managing and maintaining productive client relations, strategic partnerships or networks with key internal or external stakeholders.

*Recent experience is defined as experience acquired within the last five (5) years.

**Significant experience is defined as the depth and breadth of the experience normally acquired over a minimum period of two (2) years.

Conditions of employment

Reliability Status security clearance

Availability to work overtime on short notice.
