The intent of this selection process is to staff one (1) indeterminate bilingual imperative BBB/BBB and secret position in Montréal, Québec. Please note that a pool of qualified candidates may be established and may be used to staff identical or similar bilingual positions within Environment and Climate Change Canada in Montréal with various linguistic profiles (Bilingual imperative BBB/BBB or CBC/CBC), on various tenures (Indeterminate, Determinate, Deployment, Acting, Assignment, Secondment, Interchange Canada and extensions) and with various security profiles (Reliability or Secret).

EDUCATION
ED1. Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry or some other science relevant to the position.
Note: The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
EXPERIENCE
E1. Recent*and significant** experience in coordinating preparedness and response activities in pollution related emergencies.
E2. Recent*and significant** experience in developing and providing strategic advice and recommendations to senior management*** on scientific or environmental issues.
E3. Recent* experience in developing position papers, reports, briefing notes, or presentations for senior management*** under short timelines.
E4. Recent* and significant** experience in the management of complex projects**** involving the efforts of scientific professionals and multidisciplinary teams.
E5. Recent* and significant** experience in allocating and managing human, financial and technical resources including a team of multi-disciplinary scientific professionals.
E6. Recent* and significant** experience in establishing, developing and maintaining partnerships with internal and external stakeholders to forge consensus and improve outcomes regarding scientific or environmental issues.
*Recent is defined as experience acquired within the past five years.
**Significant experience will be assessed in terms of relevance, complexity and responsibility of the duties performed (depth and breadth).
***Senior management is defined as Director Level, or equivalent, and above.
****Complex projects is defined as having three (3) or more of the following factors:
1. Multidimensional: a multi-tier diverse set of scientific or environmental issues and /or technologies requiring integration, and negotiation or collaboration with stakeholders / partners.
2. Requirement for high availability and mission critical (24/7) systems.
3. A program of national/international or significant corporate scope, or having a major impact (precedent setting) on the Canadian Public, Industry or various levels of Government (Federal / Provincial / Territorial / Municipal).
4. Represents a large number of stakeholders / partners with diverse interests, or distributed large client base.
5. Sensitive: in terms of having a potential for significant media coverage, classified security issues, high critical risk factors, critical time sensitivity, or politically sensitive issues.
ASSET QUALIFICATIONS
EDUCATION
AED1. Postgraduate degree (Master or PhD) from a recognized university with an acceptable specialization in physics, geology, chemistry or some other science relevant to the position.
EXPERIENCE
AE1. Direct experience playing key role in Incident Command System.
AE2. Experience in managing scientific environmental related activities in a regulatory or legislative context.
AE3. Experience conducting consultations with indigenous groups.

ASSET KNOWLEDGE
AK1. Knowledge of the methodologies and strategies used to identify and assess environmental risks.
AK2. Knowledge of management of geospatial data, IM/IT infrastructure, equipment and tools that support the operations.
1. Work overtime when necessary.
2. Available to be on stand-by (24/7) when required for operational reasons.
3. Available to be deployed on a temporary basis to industrial facilities and remote locations, as required for operational reasons.
4. Hold and maintain a valid driver’s license in Canada.
5. Must be willing and able to travel occasionally to other areas of Canada and internationally, as required.

A pass mark will be established for each qualification. However, achieving the pass mark is not guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score (in other words, establishing a higher threshold than the pass mark and selecting only the candidates who meet this threshold) and a top-down approach (in other words, establishing a maximum number of candidates who can proceed to the next assessment stage) may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.
Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing.
