Duties

STREAM 1: The Civil Engineering Technician is a part of an engineering team responsible for the life cycle management of assets and equipment used to provide service to Canadians through Canadian Coast Guard (CCG) Programs such as Aids to Navigation and Marine Communication and Traffic Services. These assets include buoys, marine lanterns, buildings, towers and other civil infrastructure and equipment.

The following are some of the key activities of the Civil Engineering Technician:

• Provide engineering technical support for the life-cycle management of CCG civil assets, systems, equipment and infrastructure. Design and implement solutions to meet the level of services required by the client, CCG Maritime Services Directorate.
• Develop solutions that best address those levels of service recommendations required by the client for equipment, systems and infrastructure. Conduct feasibility studies and cost-benefit analyses. Prepare engineering/technical drawings, specifications and cost estimates. Draw up contracts and negotiate modifications. Manage projects and ensure quality of work performed.
• Provide opinions and advice to management and colleagues and make recommendations on technical matters concerning the selection, construction, maintenance and replacement of installations.
• Participate in the management of the life cycle of conventional aids to navigation and applicable marine telecommunications system assets, determine what installations or equipment is to be replaced based on analyses, prepare necessary reports; develop initiatives for improving the effectiveness and cost effectiveness of equipment and installations.
• Develop and/or recommend and implement economically and environmentally sustainable practices in support of the ITS Life Cycle Asset Management System program and CCG priorities.

STREAM 2: The Technical Maintenance Planner Coordinator is part of a team of employees which manages assets and equipment used to provide service to Canadians through CCG Programs such as Aids to Navigation and Marine Communication and Traffic Services. These assets include buoys, marine lanterns, buildings, towers and other civil infrastructure and equipment.

The following are some of the key activities of the Technical Maintenance Planner Coordinator:

• Coordinate and liaise with clients and team supervisors to develop workplans, including the planning, funding, workload analysis and coordination of construction, installation, maintenance and disposal of Coast Guard assets.
• Perform technical workload analyses, cost-benefit analyses and least cost analyses of workplans to assist management to optimize production effort.
• Assist in the development of contracts for maintenance services and procurement.
• Ensure that all life cycle management activities are adequately captured in Coast Guard’s asset data management system.
• Monitor and report on the execution of the construction, installation and maintenance workplans and recommend corrective action to ensure that the program for civil assets, systems and infrastructure is continuously improving.

The anticipated number of positions that may be staffed with this advertised process are; Stream 1 - Québec 1, Sarnia 1; Stream 2 - Québec 1, Sarnia 1.

EDUCATION
Stream 1:
• Graduation with a college or vocational diploma as a technician or technologist in Engineering from a recognized post-secondary institute in civil engineering or some other engineering discipline relevant to the duties of the position;
or
• Master electrician license

Stream 2:
• Graduation from a recognized post-secondary institution with specialization* relevant to the duties of the position.
*Any program based in the following area: Technology, Business, Planning, Human Resources, Construction Trades, program for a marine environment, or other program that is related to the duties of the position.

Degree equivalency

EXPERIENCE
Streams 1 and 2:
• Experience in Life Cycle Management of civil infrastructure (structures or buildings) or equipment
• Experience in performing investigations or inspections.
• Experience in engaging with clients and stakeholders

Stream 1:
• Experience in evaluating architectural or engineering reports, analyzing results and recommending implementation options in support of infrastructure investment or rehabilitation initiatives.
• Experience working in a multidisciplinary engineering or construction environment related to maintenance or replacement of infrastructure. Candidate must have been responsible for at least 2 of the following: developing construction drawings, writing of technical specifications, preparing of cost estimates, project management, construction supervision.
• Experience working with AutoCAD.

Stream 2:
• Experience providing technical advice and guidance in a workshop, field or vessel environment.
