The NEB is a federal regulatory tribunal that regulates, among other things, the construction, operation and abandonment of pipelines that cross provincial or international borders, international power lines and designated interprovincial power lines, imports of natural gas and exports of crude oil, natural gas liquids, natural gas, refined petroleum products, and electricity, and oil and gas exploration and production activities in certain areas. The NEB is also charged with providing timely, accurate and objective information and advice on energy matters. Headquartered in Calgary, Alberta with Regional Offices in Montréal, and Vancouver, the NEB has a staff of approximately 450 employees and an annual budget of over $70 million.

Summary of Duties:
Reporting to the Executive Vice President, Regulatory, the Professional Leader (PL), Economics provides professional leadership to the National Energy Board in their area of expertise including review and assessment of facility and toll and tariff applications, financial responsibility and other financial areas as they relate to the National Energy Board Act (NEBA) and the Canada Oil and Gas Operations Act (COGOA); monitoring compliance with appropriate financial requirements; and development of regulations and standards applicable to economic regulation. This involves both shaping the regulatory program and providing senior level advice on key and complex technical and policy matters to the Board and staff in the area of economic regulation.
The PL plays a key role in steering the energy information program of the Board which involves monitoring, analysis and publication of reports related to energy markets, supply and transportation.
The PL speaks for the NEB on economic and financial matters and represents the NEB externally to all relevant stakeholders, the media, parliamentary committees and professional associations.
The PL advises the Executive Vice President and Vice Presidents on staffing and development actions that must be taken to ensure that the Board has a full complement of market, economic and financial expertise at all times. The PL is actively involved in the recruitment and staffing of new employees and in the design and implementation of professional development programs for them. The role involves promoting a learning environment with a community of about 45 professionals, including oversight of various communities of practice, ensuring methods of capturing and sharing new learnings throughout the larger community, and aligning this learning with the needs of the Board.
A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

Graduate degree in Economics from a recognized Canadian Institution.
Experience:

1. Extensive experience dealing with Canadian federal or provincial toll and tariff regulatory adjudication activities related to pipelines
2. Recent experience using knowledge of energy markets in North America and abroad, energy economics, and energy market analysis to provide advice to senior management.
3. Extensive experience in presenting analysis and advice orally and in a variety of written formats to executive level audiences.
4. Extensive experience liaising with the public, industry and/or government regarding economic and financial aspects of pipelines or other energy-related projects.
5. Recent experience coaching and mentoring staff at all levels throughout the organization.

Asset Qualifications
AQ1 Specialized expertise or an advanced degree related to economics or finance including a CA, CPA, CFA, CGA or CMA
AQ2 Significant experience in development of federal, provincial or territorial regulations or in providing regulatory policy advice.

1. The National Energy Board has a classification system that differs from the greater public service. This NEB- 14 position is similar to a EX-03 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to NEB’s Executive Terms and Conditions.

4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. 5. Salary: Effective (01/07/2013) NEB-14, $128,600 to $160,800 (under review)
The National Energy Board has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary, paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• Members of the Executive Group are currently eligible to receive a lump sum performance award as a percentage of base salary and may also be eligible to receive an annual retention bonus.
