The Canadian Intellectual Property Office (CIPO), a special operating agency of Innovation, Science and Economic Development Canada (ISED), is responsible for administering Canada’s system of intellectual property (IP) rights—patents, trademarks, copyright, and industrial designs.
We are currently in the process of joining five international intellectual property treaties. This means amending our Patent, Trademarks and Industrial Design Legislation, Regulations and Practices and the information technology (IT) that supports them. These big changes require continuous stakeholder engagement and change leadership.
We are also in the process of modernizing our IT across the organization. That means both internal and external changes that will require strong stakeholder engagement and change leadership.
The Programs Branch of CIPO requires an expert in the field of Change Management and Stakeholder Engagement to assist with successful implementation of our programs and projects. If you have successfully managed people through big changes and have continuously engaged stakeholders, we want to hear from you!
The intent of this process is to staff one indeterminate position within the Program Branch. In addition, a pool of partially qualified candidates may be established to staff similar positions with various tenure, linguistic and security requirements within the Federal Public Service in the National Capital Region.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with an acceptable specialization* in economics, statistics, sociology or social sciences.
*The specialization may also be obtained through education, training and experience.
EXPERIENCES
E1. Significant experience* creating and implementing Change Management Strategies and Plans or Significant experience creating and implementing Communications Strategies and Plans regarding change.
E2. Significant experience* providing change management and/or communications advice, guidance and support to managers, leaders, executives, project managers, or core project team members.
*Significant experience is defined as at least two years

OCCUPATIONAL CERTIFICATION
Certification/designation as a Change Manager or Change Management Practitioner.
You will be required to show how you meet the EDUCATION and EXPERIENCE requirements for both the ESSENTIAL and ASSET QUALIFICATIONS, if applicable, for the initial screening through your résumé and in answering online screening questions. It is your responsibility to PROVIDE CLEAR AND CONCRETE EXAMPLES. It is NOT sufficient to only state that the qualifications are met or to provide a listing of current or past responsibilities. Rather you must clearly demonstrate HOW, WHEN, and WHERE the qualification was met through substantiation by examples.
Resumes may be used as a secondary source to validate the experience described in the online screening questions. As such, information on your described experience, etc. provided in the screening questions should be supported by your résumé.
Failure to provide the above information in the format required may result in your application being rejected from the process.
All written and verbal communication obtained throughout the selection process, from the time of application to close of process, may be used to evaluate the candidates. Depending on the number of candidates, CIPO’s needs and CIPO Human Resource plans, volume management strategies such as, but not limited to, top-down selection process, cut-off scores, random selection and/or assessment may be used for the purpose of managing applications/candidates. Preference may be given to candidates based on the depth and breadth of their experience.
