This process will be used to establish a partially assessed pool of candidates that may be used to staff identical or similar positions at an identical or equivalent group and level and with various official language proficiencies such as : (Bilingual Imperative BBB/BBB, Bilingual Imperative CBC/CBC, Bilingual Imperative CCC/CCC), and various tenures using various staffing mechanisms such as: (Indeterminate appointment, Term appointment, Acting appointment, Deployment, Assignment or Secondment) within Global Affairs Canada.

EDUCATION
Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in education, social sciences, international relations, intercultural studies, international development or a related discipline.
EXPERIENCE
*Recent experience in delivering training to adult learners.
Experience in designing, managing and evaluating adult learning programs and projects using an Adult Education instructional design framework(s).
Experience in selecting, contracting, and supervising the work of training consultants.
Experience in assessing individual and organizational learning and performance needs.
Experience in defining the scope, objectives and statement of work of projects and negotiating contractual arrangements with clients.
A minimum of three (3) consecutive months' experience working and living overseas in a non-western country.
Experience in the management of client relations with public, private or non-profit organizations that have an international focus.
Experience using current technologies for the design and implementation of distance education and training.

Knowledge of adult learning: theories, principles and practices.
Knowledge of the competencies and performance required that make an individual effective when working interculturally.
Knowledge of project management systems and processes.

EDUCATION
Masters degree from a recognized university, with acceptable specialization in education, social sciences, international relations, intercultural studies, international development or a related discipline.
EXPERIENCE
Experience in coordinating or managing intercultural learning programmes.
Experience in working and living overseas for twelve (12) consecutive months or more on a long term assignment(s) within a non-western country(s).
Experience in conducting research including research design, data collection and data analysis using basic qualitative and quantitative methods.
Experience working with current international development program / project management frameworks and methodologies (e.g. Results Based Management, Logic Models, Outcome Mapping, etc).
Experience in the facilitation of workshops and other forums involving a range of stakeholders for the purposes of decision making, work planning, lessons learned and other team functions.
Experience in the management and/or facilitation of leadership development training.
Experience in providing guidance to employees identified as part of Talent Management.
Fluency in a language other than English or French.
CONDITIONS OF EMPLOYMENT
Secret Security Clearance. This factor is not used at the pre-selection stage. The Department is responsible for the security clearance process.
Willingness and capacity to travel outside the National Capital Region area and occasionally across Canada and/or abroad.
Willingness and capacity to work overtime on short notice.
