The chosen candidates will benefit from a development program* where they can acquire knowledge on the different programs the department delivers and will have access to mentoring opportunities.
*The development program will not result in a promotion. The participants will remain at the same level at the end of the program.
This career stream inventory, managed by the department of Canadian Heritage (PCH), supports the recruitment of post-secondary graduates in the Data Science, Social Media, International Relations, and Policy field. Only Canadian Heritage will have access to candidates in this inventory to staff their positions.
Experiences, employment tenures, work locations, linguistic requirements as well as security clearance levels may vary according to the position being staffed. The group and level of the position will be determined by the hiring manager, who can add additional essential criteria to meet specific needs.

EDUCATION
When applying, you must clearly demonstrate in your answers to the questions how you meet the following scholarship criterion. Failure to do so will result in your application not being given further consideration.
Graduation with a degree* from a recognized post-secondary institution**.
*A baccalaureate or higher level degree, as established by educational authorities, unless the type of credential is specified in the relevant Qualification Standard.
**A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.
Note 1: Your proof of education will be required at any point of time as part of the selection process.
Note 2: Please note that you must meet the qualification norms of the group for which you are being considered.
Note 3: Applicants who were educated outside of Canada must have their diplomas assessed against Canadian education standards before being placed in the pool of qualified candidates. The public service will accept any Foreign Educational Credentials as long as they are deemed comparable to Canadian standards through a recognized credential assessment service.
The Canadian Information Centre for International Credentials (CICIC) assists persons who wish to obtain an assessment of their educational, professional and occupational credentials by referring them to the appropriate organizations. ASSET QUALIFICATION FOR ALL FIELDS (EDUCATION)
Master’s degree or higher level degree from a recognized university.
ASSET QUALIFICATION FOR DATA SCIENTISTS (EDUCATION)
Master’s degree or higher level degree from a recognized university in any of the following:
• Data mining
• Data warehousing
• Business intelligence and data visualizations
• Data analytics
• Geo-spatial analysis
ASSET QUALIFICATION FOR POLICY (EDUCATION)
Master’s degree or higher level degree from a recognized university with acceptable specialization in economics, sociology, statistics or a related social science discipline such as business or public administration.
ESSENTIAL OR ASSET QUALIFICATIONS FOR DATA SCIENTISTS (EXPERIENCES)
Experience in undertaking research and data analysis.
Experience in manipulating data using the statistical software (for example, Statistical Package for the Social Sciences (SPSS), “R”.
Experience in database development, data mining and data analysis, including experience with tools and programming languages such as SPSS, SAS, Python, SQL, Tablo, ArcGIS, JavaScript, Python, Ruby, R.
Experience in conducting literature reviews.
ESSENTIAL OR ASSET QUALIFICATIONS FOR SOCIAL MEDIA (EXPERIENCES)
Experience in social media monitoring and trends analysis.
Experience in creating and maintaining an online communications tools such as a blog or a vlog.
ESSENTIAL OR ASSET QUALIFICATIONS FOR INTERNATIONAL RELATIONS (EXPERIENCES)
Experience in researching the policies, programs, priorities and/or strategies of countries with which Canada has bilateral relations and/or international intergovernmental organizations in which Canada is a member.
Experience in planning, developing, managing, analyzing and/or reporting on the international programs, policies and/or strategies of governments, international intergovernmental organizations and/or international non-government organizations.
Experience in communicating with representatives of foreign governments, international intergovernmental organizations and/or international non-government organizations.
ESSENTIAL OR ASSET QUALIFICATIONS FOR POLICY (EXPERIENCES)
Experience in writing research reports.
Experience in the preparation of briefing materials.
Experience in working in a project team or working groups.
Experience in gathering information from diverse sources and synthesizing for communication to a variety of audiences.
Experience in making presentations to varied audiences.
Experience in conducting research and analysis in relation to policies, priorities, strategies or programs
