Work environment

You will be joining the Regulatory Operations and Regions Branch (RORB). With more than 1000 employees across Canada, you will be part of a dynamic team responsible for providing Cannabis Regulation compliance and enforcement.

There is currently public and media attention on cannabis, and this file has a high profile at the Government of Canada level. The medical cannabis sector has only existed since 2014 and is growing and evolving quickly; the non-medical market will be created in 2018 and will experience exponential growth. The branch will play an influential role in the delivery of compliance and enforcement of Cannabis in Canada.

In this respect, we are looking to fill the following three (3) positions in Vancouver, British Columbia; Toronto, Ontario; and other locations in Canada:

1) Director, Cannabis Compliance Program (EX-01):
Responsible for the delivery of compliance and enforcement to a broad spectrum of industries, including licensed producers of cannabis and hemp growers, as well as processors and distributors of cannabis.

2) Director, Controlled Substances (EX-01):
Responsible for the delivery of compliance and enforcement to a broad spectrum of industries, including licensed producers of community/retail pharmacies, and licensed dealers of pharmaceuticals and chemicals. The Director would also support the implementation of Health Canada’s Strategy on Opioids.

3) Director General, Cannabis Compliance (EX-02):
Responsible to deliver national compliance and enforcement programming for Cannabis (medical and non-medical). The Director General would also make decisions and provide advice and guidance on national operational program considerations, challenges and opportunities.

Intent of the process

This is a selection process to staff three (3) positions. A list of qualified candidates may be created and could be used to staff these or similar positions with various tenures and locations, such as Vancouver, British Columbia; Toronto, Ontario; and other locations in Canada, within Health Canada and the Public Health Agency of Canada.

ESSENTIAL QUALIFICATIONS:

Education (EX-01 and EX-02):
Graduation with a degree from a recognized post-secondary institution.

Degree equivalency

Experience (EX-01):
- Experience in providing leadership to inform or influence national programs, and/or services, and/or policies and/or regulatory priorities.

Experience (EX-01 and EX-02):
- Experience in facilitating partnerships and alliances to advance the mandate, priorities and vision of an organization.
- Experience in providing advice and recommendations to senior management (Director General level and above; or the equivalent of Director, Senior Director or C-Suite management levels in the private sector) on complex or high profile programs.
- Experience in the management of human and financial resources (to be rated). Please indicate number of employees supervised as well as size and type of budget managed.

Experience (EX-02):
- Experience in setting direction and providing leadership to inform or influence national programs, services, policies or regulatory priorities.
- Experience in building and maintaining relationships and in resolving complex and sensitive issues with clients or stakeholders with competing interests, in two or more of the following: provincial government organizations, municipal organizations, industry, non-government organizations or the public.

OTHER QUALIFICATIONS:

Experience (EX-01 and EX-02):
- Experience as a leader in the delivery of compliance and enforcement.
- Experience participating in regional governance committees.

- Knowledge of current trends, issues and challenges facing the federal public service and Health Canada, particularly as they relate to the regulation of products and substances.
- Knowledge of government decision-making processes.
- Knowledge of the Regulatory Operations and Regions Branch’s core functions with respect to Compliance and Enforcement or Environmental Programs.

ASSESSMENT PROCESS

Various assessment tools may be used in this selection process, such as, standardized tests, interviews, references, etc.

Please note that achieving a pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a cut-off mark that is higher than the pass mark on any of the evaluations used throughout the selection process.
