The NEB is a federal regulatory tribunal that regulates, among other things, the construction, operation and abandonment of pipelines that cross provincial or international borders, international power lines and designated interprovincial power lines, imports of natural gas and exports of crude oil, natural gas liquids, natural gas, refined petroleum products, and electricity, and oil and gas exploration and production activities in certain areas. The NEB is also charged with providing timely, accurate and objective information and advice on energy matters. Headquartered in Calgary, Alberta with Regional Offices in Montréal, and Vancouver, the NEB has a staff of approximately 450 employees and an annual budget of over $70 million.

Duties

Summary of Duties:

The Regulatory Policy Team is responsible for the Regulatory Framework Program at the National Energy Board. The team leads complex and often sensitive policy initiatives and projects involving a variety of internal and external stakeholders. Key activities include analyzing gaps, problems and drivers of change that affect the NEB, and developing, recommending and implementing solutions. The team also supports Board Members and senior management by researching and developing speeches, analyses, briefing and scenario notes, and helping to prepare them for key events and activities such as appearances before Parliamentary Committees, and participation at national or international activities.

Reporting to the Director of the Regulatory Policy Team, the Technical Leader is responsible for providing leadership and expert-level advice to NEB staff and executives, and Board Members on all matters pertaining to the regulatory framework of the National Energy Board.

The incumbent will be expected to shape the work of the Regulatory Policy Team, including the Regulatory Framework Program and other strategic initiatives by displaying exemplary leadership in both the ongoing development of the program as well as support of colleagues through coaching and mentoring. The work of the Technical Leader involves providing advice and making recommendations on matters of strategic importance and leading change. It is also expected that the Technical Leader will anticipate issues for the NEB by building and maintaining a network internally and externally.

The incumbent may undertake the role of project manager and/or guide multi-disciplinary teams for complex projects.

Intent of the process

Education

Successful completion of an undergraduate degree from a recognized university in a field relevant to the NEB’s regulatory responsibilities including, but not limited to, environmental science, engineering, economics, business or public administration, law.

Experience:

E1 Extensive experience in generating strategic recommendations based upon analysis of policy matters.

E2 Extensive experience shaping and executing complex projects that involve external stakeholders, for example, industry, other regulators, the public, and Indigenous groups.

E3 Extensive experience coaching staff in the achievement of performance-based, professional and personal goals.

*Extensive experience refers to approximately 8 years of relevant and recent experience where the activities were the focus of the candidate’s work and were neither temporary nor ad hoc. The candidate’s employment background indicates experience sufficient for recognition as fully functional in that field.

Asset Qualifications

AQ1 Graduation from a recognized university at the Master’s level specializing in a field relevant to the NEB’s regulatory responsibilities.

AQ2 Significant and recent experience working within the Canadian legislative or regulatory framework governing the production, transportation, distribution or exportation and/or sale of crude oil and natural gas.

AQ3 Significant and recent experience in intergovernmental or regulatory affairs with government, or on behalf of industry or organizations.

AQ4 Significant and recent experience in business planning, advising senior management on issues of priority, risks, opportunities, and alignment of policy, projects or programs ongoing or being proposed.

1. The National Energy Board has a classification system that differs from the greater public service. This NEB-12 position is similar to an EC-08 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to NEB’s Professional Institute of the Public Service of Canada Collective Agreement.

2. 4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, organizational needs or operational requirements; however, meeting these criteria is desirable and may be a deciding factor in choosing right fit for appointment.

5. Salary: Effective 1 November 2013, NEB-12: $104,526 to $127,174 (under review)

The National Energy Board has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary, paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout) for a maximum of $15,570.
• annual market allowance of $17,000 which applies to this position; the allowance is paid in two semi-annualized payments.
• The Collective Agreement between the NEB and PIPSC expired on 1 November 2014. Please note that in the absence of a new Collective Agreement, all provisions – including the allowances remain in place until a new agreement has been signed.

6. Terms of Employment: This position has been allocated and apply to the bargaining unit represented by the NEB Professional Institute of the Public Service of Canada.
