Intent of the process

A pool of partially qualified candidates will be established and will be used to staff identical or similar positions with various language requirements (English Essential, English or French Essential and Bilingual Imperative, BBB/BBB) and various security requirements within the Department of Environment and Climate Change Canada in Burlington (Ontario), Downsview (Ontario), Ottawa (Ontario), Gatineau (Québec). These positions may be staffed on an indeterminate or temporary basis.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
ED1: Successful completion of an acceptable two-year post-secondary educational program in computer science or information technology; OR a graduation with a degree from a recognized post-secondary institution in computer science or information technology; OR 5 years of an acceptable combination of education, training and/or experience in computer science or information technology.

Definitions:
1. Degree: A baccalaureate or higher level degree, as established by educational authorities.
2. Recognized post-secondary institution: A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to having successfully completed a two-year post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

EXPERIENCE
EX1: Recent* and significant** experience performing analysis and design of IT solutions based on requirements and /or specifications.
EX2: Recent* and significant** experience in development of software.
EX3: Experience developing solutions using object oriented languages such as Java, C++, C#.
EX4: Moderate*** experience with performing unit and integration testing.
EX5: Moderate *** experience with source control management within a development team.

Definitions:
*Recent experience is defined as experience obtained within the last five (5) years.
**Significant experience implies the depth and breadth of experience normally associated with having performed a broad range of related activities for a period of approximately two (2) years.
***Moderate experience implies the depth and breadth of experience normally associated with having performed a broad range of related activities for a period of approximately four (4) months.
