Intent of the process

This process is to staff one indeterminate position (Stream 1), and one anticipatory position(Stream 2). A pool of qualified candidates could be created to staff future positions with various tenures (indeterminate, determinate, deployment, acting, and assignment/secondment) with similar requirements, various language requirements and profiles and various security requirements.

Results of this staffing process may be used for similar positions in the Agency and other departments and agencies in the federal government.

ESSENTIAL QUALIFICATIONS

EDUCATION:
Post-secondary education in a field related to the duties of the positions (ex: economics, social sciences, law, commerce, finance or sciences) or a combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
- Streams 1 and 2: Experience in conducting analyses, summarizing documents, and preparing related reports or studies in an academic or work environment.

- Stream 1: Experience conducting negotiations, facilitations or mediations.

- Stream 2: Experience in conducting research in an academic or work environment.

ASSET QUALIFICATIONS

Assets qualifications may be a deciding factor in choosing the persons to be appointed. Some assets are unique to a directorate and others are common to the directorates. It is the applicant's responsibility to provide appropriate examples that illustrate how each qualification has been met.

EDUCATION:
- Streams 1 and 2: Bachelor degree from a recognized university in a field related to the duties of the positions (ex: economics, social sciences, law, commerce, finance or sciences) or a combination of education, training and/or experience.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

- Stream 1: Completion of a certificate from a recognized training organization in conflict resolution or alternative dispute resolution.

Degree equivalency

Experience:
- Streams 1 and 2: Experience working in a regulatory environment.

- Streams 1 and 2: Academic or work experience related to the transportation industry.

- Stream 2: Experience writing public decisions on disputes.

- Stream 2: Experience in dispute resolution adjudication, analyzing submissions, developing options and making recommendations.

CONDITIONS OF EMPLOYMENT:
- Stream 1: Availability to travel across Canada on an on-going regular basis, including to some transportation industrial facilities.
- Stream 1 : Must hold a valid driver's license and be willing to drive to remote locations in Canada.

A written examination may be administered. The ability to communicate effectively in writing may be assessed at the pre-screening stage.

An interview may be administered.

A mediation simulation will be conducted at the interview for stream 1.

Indeterminate employees at the same group and level or equivalent could be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process (for internal candidates).

Locations, dates and times for exams and/or interviews and/or simulations will be determined by the employer. Scheduling of alternative exam, interview, and simulation dates will only be considered for religious reasons, death in the family, in cases of serious illness or for a reasonable reason approved by the selection committee. A doctor's certificate or other proof will be required.

Pass marks will be established for each qualifications. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. Cut-off scores and/or top-down approach may be used at any stage of the staffing process if there are a sufficient number of candidates to meet anticipated staffing needs.
