You will be required to demonstrate the Essential Qualifications (i.e. Education and Experience) and Asset Qualifications (if applicable) for the initial screening by answering online screening text questions. It is not sufficient to only state that the qualifications are met or to provide a listing of current or past responsibilities. You must clearly demonstrate when, where, and how the qualification was met through substantiation by concrete examples. The screening board cannot make any assumptions about your experience. Duties

Participates in the design, development and implementation of the regional Railway Safety Management Systems (SMS) regulatory compliance program.

Plans, coordinates and leads/participates in the conduct of audits of trans-border, national, inter-regional and regional railways with regard to SMS implementation and maintenance; and recommends compliance and enforcement actions or measures for alleged infractions to the Railway Safety Act.

Performs safety data analysis services (i.e. trend analysis, risk assessment and performance measurement processes) in support of the determination of railway company profiles, regional operational planning, results measurement and program evaluation; and provides pertinent advice and recommendations to the Manager, Safety Systems Overview.

Assists in the design, development and delivery of regional rail safety education and awareness programs for rail safety personnel, client groups and the general public.

Provides auditing expertise and support in the development and implementation of the regional Rail Safety Audit Program, including associated plans, strategies, procedures and standards to support the delivery of SMS regulatory compliance audits. (PM-05 only)

A pool of qualified candidates may be established and used to staff these positions and other similar positions of various tenures and/or various linguistic requirements within Transport Canada.

• Significant* experience in auditing a management system**.

STREAM 2:
• Significant* experience working in the railway industry.

STREAM 3:
• Experience in leading audits of a management system** as an auditor.

ALL STREAMS:
• Significant* experience working in a multi-stakeholder environment.
• Experience in writing reports.

*Significant is defined as the depth and breadth of experience associated with having performed a broad range of various and complex activities as a core responsibility of the position, normally acquired over a period of approximately two (2) years.

**Auditing of a management system is defined as documented activity performed to verify, by examination and evaluation of objective evidence, that applicable elements of the system are appropriate and effective and have been developed, documented, and implemented in accordance and in conjunction with specified requirements.

ASSET QUALIFICATIONS (ALL STREAMS)

EDUCATION:
• Graduation with a degree from a recognized post-secondary institution.
• Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in accounting, business administration, commerce, finance, or economics.
• Successful completion of a post-secondary education program (minimum of two years) from a recognized post-secondary institution.
• Holder of a CAN/CSA ISO 31000, Q850, Certified Internal Auditor (CIA), or any other type of related auditing designations.

Degree equivalency

EXPERIENCE:
• Experience working with Safety Management Systems, Quality Management Systems or in an ISO environment.
• Experience working with rail safety programs.
• Experience with risk management.
• Experience in performing audit activities as an auditor.
• Experience in leading and managing teams.
