We are excited to add your talent to our team! The Learning Solutions team is reimagining how public servants at all levels experience learning. Our goal is to design learning experiences that engage and inspire learners in dynamic ways and help them to succeed in the workplace. We partner with learning program managers, subject matter experts and faculty to design and deliver high quality, engaging, innovative and effective learning solutions. From needs analysis to launch, we are consultants and leaders in educational technologies among our peers.

Your leadership skills, creative thinking, love of digital design, collaboration and technical abilities will set you apart for this role. Your knowledge, curiosity, and passion for learning will help push the boundaries of public service learning. Your interest in technology and ability to learn and apply new solutions quickly are always in demand. In this role you’ll be asked to lead a team of learning specialists in the design, development or acquisition of technology-enabled learning solutions for public servants. You and your team will partner with learning program managers, subject matter experts and faculty as well as end users to design and deliver high quality, engaging, innovative and effective learning solutions.

Intent of the process

The 2 positions we currently need to staff are bilingual imperative CBC/CBC. A pool of qualified candidates may be established through this process to staff identical or similar positions with various tenures, locations and linguistic profiles in the future in the Public Service.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in education, linguistics, sociology, psychology, mathematics, physics, home economics or some other specialty relevant to the positions in the classification.

Degree equivalency

EXPERIENCES
Recent* and significant** experience in evaluating learning needs and providing strategic advice to management or clients with respect to the selection, planning, design or redesign of learning or performance solutions.

Significant** experience, with demonstrated results, in designing learning solutions using three or more of the following technology-enabled learning methodologies:
1) Distance learning design using technology such as Moodle, Blackboard, Canvas, Desire2Learn, etc.;
2) Interactive self-paced e-learning (SCORM);
3) Educational video or animation design and development;
4) Interactive learning solutions that leverage multimedia, simulation and/or gamification concepts;
5) Virtual classroom using technology such as WebEx, Adobe Connect, GoToWebinar, etc.;
6) Technology-enabled classroom learning, using approaches such as, blended learning, active learning, video conferencing, flipped classrooms, polling, clickers, lecture capture, bring your own device;
7) Electronic performance support solutions or systems.

Recent* experience in leading learning projects and overseeing the design and development of learning programs and solutions.

* Recent = experience acquired in the last eight years.
** Significant refers to the breadth, depth, complexity and diversity of tasks and the level of autonomy used.
- For an EDS-03, this would be the equivalent of 5 or more years of full-time experience.

EDUCATION
A Master’s or other graduate degree in instructional design, educational technology, human performance technology or adult education from a recognized college or university.

Certification through a professional body such as the Institute for Performance and Learning (formerly the Canadian Society for Training and Development), the International board of standards for training, performance and instruction, the Association for Talent Development, the International Society for Performance Improvement, or similar association.

Degree equivalency

EXPERIENCES
Experience providing coaching, mentoring or training on the effective and innovative use of technology to support learning in a manner that drives collaborative results.

Experience with any of the following:
• SCORM, AICC, xAPI (limitations and possibilities);
• HTML 5;
• Web 2.0;
• Universal Design;
• User Interface (UI) Design;
• User Experience (UX) Design;
• Web Content Accessibility Guidelines (WCAG).

Experience working with vendors and contractors providing learning services as part learning solution planning, design and development.

The following will be applied / assessed at a later date (essential for the job)

KNOWLEDGE
Knowledge of learning theories, adult learning principles and the selection of appropriate learning technologies to achieve learning outcomes.

Advanced knowledge of the Systems Approach to Training (SAT) or Instructional Systems Design (ISD).

Knowledge of project management principles.

ABILITIES
Ability to communicate effectively orally and in writing.
Ability to provide professional advice to clients with respect to learning technologies and learning and performance solutions.
Ability to plan, design and develop a broad range of effective learning solutions using various tools and learning technologies.
Ability to effectively lead multidisciplinary project teams.
