Intent of the process

Transport Canada has an immediate requirement to staff 2 positions of Director, Application Development/Database and Data Administration with this advertised process. Other anticipatory positions will be staffed as a result of this process at Transport Canada and Correctional Service Canada when required.

An essentially assessed pool or a partially assessed pool may be established. NB: This process may be used to staff similar or identical positions with various tenures within Transport Canada, Correctional Services Canada and other Federal Departments / Agencies (such as indeterminate, specified period, acting, deployment, and assignment/secondment) and with various language requirements and/or profiles based on the position to be staffed and its location.

EDUCATION:
- The minimum standard is successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

NOTES:
1.Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2.It is a recognized educational institution (e.g., community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3.At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

EXPERIENCE:
- Recent* and significant** experience in planning and delivery of IM/IT projects OR IM/IT solutions OR IM/IT products OR IM/IT services.

- Recent* experience in providing strategic advice to executive management*** related to IM/IT.

- Extensive**** experience in managing human, financial, and contractual resources including direct accountability for a budget. You must indicate the size of the budget. You must indicate the number of subordinate managers, staff and contractors.

- Recent* experience, at the Manager level or above, in establishing and maintaining relationships with stakeholders (internal / external / departments / agencies) for the achievement of results.

Definitions:
* Recent: experience acquired within the last five (5) years.
** Significant: experience normally acquired over a period of three (3) years.
*** Executive management: equivalent to a Director, Executive Director, Director General (DG), Chief Executive Officer (CEO), Assistant Deputy Minister (ADM), Deputy Minister (DM), Vice-President, Senior Vice-President or President.
**** Extensive: experience normally acquired over a period of five (5) years, with at least 3 years in the capacity of Manager or higher.
