Duties

The Manager, Policy is a key position in the organization leading the activities in charting and implementing the future direction, from an operational and regulatory perspective, of Indian Oil and Gas Canada. This responsibility requires experience and expertise in all areas of oil and gas management and regulation, its legal framework as well as a having extensive knowledge of First Nation needs and aspirations. The scope of the position involves regular review and amendment to all legislative and regulatory regimes that impact the organization, including the Indian Oil and Gas Act, Indian Oil and Gas Regulations, First Nations Oil and Gas and Moneys Management Act, First Nation Oil and Gas and Moneys Voting Regulations, and First Nation Oil and Gas Environment Assessment Regulations.

The Manager, Policy, under the direction of the Director, Regulatory Compliance, is responsible for planning policy initiatives, organizing and leading the policy group. The Manager, Policy provides strategic advice, research analysis, design, evaluation and other policy support required by IOGC to develop, negotiate, implement and deliver strategies, programs and services, and new initiatives which meet governmental and IOGC objectives, priorities and obligations regarding First Nations.

The position interacts with the IOGC Executive Group and managers and with Ottawa policy groups, Privy Council Office of Justice and central agencies, to gather information to develop policies and to provide feedback about proposed policy changes. The position conducts extensive consultations with affected First Nations, including Tribal Councils, Indian Resource Council and the IOGC Co-Management Board, explaining and justifying the rationale for proposed changes. The Manager, Policy also liaises with provincial agencies, other federal and provincial departments and with industry groups such as the Canadian Association of Petroleum Producers. A major challenge of this position is in achieving agreement on regulatory changes amongst these various stakeholders with conflicting interests.

Advice and assistance provided to the Director and senior management has a significant impact on their decisions regarding strategic direction; assistance to operating units helps to identify weak links and streamline processes; and sound economic models provided to First Nations helps to facilitate their control over their resources.

Work environment

IOGC is located away from Calgary's downtown core at the west end of Anderson Road on Tsuu T'ina First Nation lands.

Graduation with a degree from a recognized university in a field related to the duties of the position (ex. Degree equivalency

EXPERIENCE:

1. Experience in working with/on First Nation policy or governance issues.

2. Experience in writing and researching policy papers.

3. Experience in project management.

4. Experience with oil and gas operations.

5. Experience interacting with federal or provincial officials on policy issues.

6. Experience in interpreting and applying relevant legal regimes as they apply to First Nations interest.

7. Experience in human resources and financial management.
