The Translation Bureau has a strong reputation for excellence, not only across the Government of Canada, but internationally.

The Bureau has developed a quality framework that includes a quality control system, a rigorous process to recruit world-class employees and freelancers, and recognized training programs for its language experts. To further improve the quality of its linguistic services, the Bureau has created this new Chief Quality Officer position.

The incumbent will oversee and influence all Translation Bureau activities related to quality and take part in decision making on training, external suppliers, technology, staffing and other issues. This position will report directly to the Bureau's Chief Executive Officer.

Intent of the process

This process is intended to immediately staff the Chief Quality Officer position ONLY. A pool of fully qualified candidates may be established to staff this position ONLY in the future.

This position may be staffed on an indeterminate, determinate or acting basis, or through a deployment, assignment or secondment for federal public service employees, and on an indeterminate or determinate basis for persons residing in Canada and Canadian citizens residing abroad. The Interchange Canada program could be a staffing option for employees of other federal agencies or associations with a linguistic mandate or Canadian universities.

EDUCATION

Bachelor's degree in translation or interpretation from a recognized university.

As per the 1998 agreement with the union representing Translation Bureau translators, indeterminate period incumbents of positions in the TR group who do not possess the education prescribed above are deemed to meet the minimum education standards based on their education, training and/or experience.

Degree equivalency

EXPERIENCE

Extensive* experience in managing a translation or terminology or interpretation unit.

*Extensive experience refers to the depth and breadth of experience normally associated with having performed a broad range of complex related activities, which are normally acquired in a period of approximately three (3) years.

Experience in quality management in the field of translation.

Experience in building and maintaining partnerships with internal (within the Government of Canada) or external partners (other levels of government, Canadian universities, private sector organizations, professional associations and linguistic communities.)

Asset qualifications

Master's degree in translation or in conference interpretation from a recognized university.

Degree equivalency

Professional accreditation/certification in one of the three relevant fields.

Experience in managing human and financial resources for a complete annual organizational cycle.

Experience in the development and implementation of a linguistic quality management framework and operational methods underlying.

Experience in providing strategic and operational analysis and recommendations to senior management in the public sector or the equivalent of President or C-Suite* management level in the private sector in the field of translation, terminology or interpretation.

*C-suite, is an adjective used to describe high-ranking executive titles within an organization. C, in this context, stands for chief. Officers who hold C-level positions are typically considered the most powerful and influential members of an organization; consequently, they make higher-stakes decisions, their workload is more demanding, and they have relatively high salaries.

Knowledge of the delivery of translation, terminology and interpretation services within the Federal Public Service of Canada or in the language industry.

Knowledge of the new and emerging technologies and trends regarding translation, terminology and interpretation.

Knowledge of quality management principles.

Knowledge of the legislation, policies and guidelines that govern translation, terminology and interpretation within the Federal Public Service of Canada.
