Intent of the process

This is an anticipatory process aiming to create a pool of qualified candidates. This selection process may be used to staff similar positions with various linguistic requirements and profiles, various security requirements, various Conditions of Employment and/or various tenures within Indigenous and Northern Affairs Canada. Pool could be used for acting appointments under exceptional circumstances to protect employee’s indeterminate status.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

• Secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

• Experience in providing financial and administrative support services.
• Experience compiling and analyzing financial or statistical information.
• Experience in interpreting policies and guidelines for the purpose of clarifying and implementing procedures.
• Significant and recent experience using Microsoft Office software applications such as Word, Excel, Outlook (Significant means for a minimum of 2 years, Recent means in the last 5 years).
• Experience in providing advice or guidance to clients or management.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

• Successful completion of two years of an acceptable post-secondary educational program in accounting, public administration, commerce or business administration.

Degree equivalency

• Experience in database administration.
• Experience in updating and maintaining records in the department’s Grants and Contributions Information Management System (GCIMS).
• Experience in providing support to users in the application of an electronic financial system.
• Experience in providing advice or guidance to First Nation client groups.
• Experience in coordinating project teams.
• Experience conducting training sessions or workshops.

• Knowledge of the Financial Administration Act, Treasury Board of Canada’s Policy on Transfer Payments as they pertain to transfer payments to First Nations’ and other Aboriginal recipients.

• Knowledge of the department’s funding authorities, program/service deliveries and terms and conditions related to the Aboriginal Recipient Funding Agreements and Directives 101 and 102 (Funding Approaches and Funding Agreement Management).
