Intent of the process

A pool of qualified candidates will be established from this process which may be used to staff similar AS-04 or equivalent positions within Veterans Affairs Canada in various locations, various security requirements (Reliability, Secret) as well as tenures (Term, Assignment, Secondment, Indeterminate, Deployment), which may vary according to the position being staffed.

Graduation with a bachelor’s degree from a recognized post-secondary institution, or an acceptable combination of education, training, and experience.*

* "Acceptable combination of education, training and experience” is defined as a secondary school diploma combined with a minimum of 2 years of experience in a
field relevant to the position, such as systems analysis, systems development, business process development, project management, or program management.

Degree equivalency

EXPERIENCE
Experience managing multiple priorities in a high pressure environment with competing demands.

Experience in developing operational documentation, such as business requirements, project management documents, test cases, business processes or procedures,
training material, etc.

Experience in providing recommendations on complex issues (i.e. multi-dimensional issues, or several components or stakeholders to the issues).

Experience in conducting research and analysis.

ASSET QUALIFICATIONS
Successful completion of courses or formal training in business analysis or software design or development.

Graduation from a recognized post-secondary institution with a Bachelor’s degree.

Experience as a member of the Canadian Armed Forces, or working in conjunction with the Canadian Armed Forces or National Defence.

Experience in project management.

Experience in using a project management methodology.

Experience in programming or testing systems.

Experience in using a systems development life cycle methodology.

Experience in using VAC's program management systems, such as the Client Service Delivery Network (CSDN) or the Federal Health Claims Processing System (FHCPS),
etc.

Experience in interpreting and applying legislation and policies.

Experience in managing or administering contracts.

Experience in statistical or data analysis.

Experience in evaluating or measuring the performance of public sector programs or services.

Significant* experience in developing training or similar material.

Significant* experience in developing operational documentation, such as business requirements, test cases, business processes or procedures, etc.

* Significant experience refers to the depth and breadth of experience normally acquired over a period of at least 2 years (continuous or not) full-time.

Willingness to work overtime on short notice.

Willingness to travel and work in other locations for short periods of time.
