EDUCATION
A degree from a recognized post-secondary institution or a secondary school diploma with an acceptable combination of education, training, and/or experience.
EXPERIENCE
Experience in leading and managing staff, including direct reports or groups such as project teams.
Experience providing both verbal and written advice to senior management** on complex issues.
Significant* experience in developing and maintaining effective relationships with senior management**, stakeholders and clients.
Experience managing financial resources.
* Significant is understood to mean the depth or breadth of experience normally associated with having performed a broad range of complex related activities which are normally obtained over a period of approximately three (3) years
**Senior management is understood to mean a team or individuals at the highest level of management of an organization who have the day-to-day tasks of managing that organization (i.e. Executive level)

Graduation with a degree from a recognized post-secondary institution with specialization in accounting,
finance, business administration, commerce or economics.
EXPERIENCE
Experience in developing or implementing policies, procedures or frameworks
Experience working in an enterprise project management office
Experience in managing large initiatives or projects
Experience in developing corporate strategic plans, business plans or investment plans
Experience in developing corporate human resource plans or workforce development plans
Experience working in business or finance units that leads the coordination of financial budgeting/reporting
Experience in costing large initiatives or projects.
Experience in leading business process improvement exercises (using tools like Lean) or change management initiatives.
Experience in material management
Experience in developing communication plans
Experience in the development of strategic communications products, such as, but not limited to speeches, talking points, media lines, news releases, internal communication outreach
KNOWLEDGE
Knowledge of the organizational structure, mandate, and priorities of the Canadian Coast Guard
Knowledge of the federal planning and reporting process (Expenditure Management System) of the
Government of Canada
Knowledge of Project Management Body of Knowledge (PMBoK)
Knowledge of the Cost Estimating Body of Knowledge (CEBoK)
Knowledge of the Government of Canada Communications Policy, ie the Federal Identify Program.
