The intent of this appointment process is to establish a fully assessed pool of qualified candidates. The immediate use of the pool will be to staff one (1) position in Toronto. However, the results of this process may be used to staff similar or identical positions for future vacancies of various tenures at Public Services and Procurement Canada in the Ontario Region.

Professional Engineer, licensed to practice in Canada with specialization in an engineering speciality relevant to the position (i.e. mechanical, civil, environmental or electrical).
1. Recent* and extensive** experience in the procurement and management of design consultant and heavy construction services.
2. Recent* and extensive** experience in project management and leading multidisciplinary teams in the delivery of high value*** and complex heavy civil construction projects.
Definitions:
* Recent is defined as approximately the past 6 years from the closing date of this job advertisement.
** Extensive is defined as the complexity and diversity of work which would normally be acquired over a period of approximately 12 continuous years where the candidate progressively performed the role of an engineer on a construction project with at least the last 5 years as a project manager, managing all aspects and stages of project delivery including project design, tendering, construction and closeout. Complexity is viewed in terms of risk. Candidates are expected to demonstrate experience in managing complex projects with at least 3 risk factors, for example: technical difficulty, high stakeholder and media interest, stringent regulatory compliance requirements.
*** High Value is not the overall budget of a program, but more specifically the value of a single project or set of inter-related projects that were particularly managed by the candidate and valued at $10 M or more.

1. Knowledge of “Construction Management” approach as a construction project delivery method.
2. Experience in marine construction, including dredging, shoreline improvements, construction of canal walls and water management structures.
3. Experience in the provision of specialist services in civil engineering design e.g. Structural design services, architectural design services.
4. Experience in the management of human resources and performance management frameworks.
Operational Requirements

Licensed as a Professional Engineer in Canada.
Possession of a valid driver’s license.
